ਟੋਰਾਂਟੋ 29 ਸਤੰਬਰ - ਕੈਨੇਡਾ ਦੀ ਨਾਗਰਿਕਤਾ ਅਪਲਾਈ ਕਰਨ ਵੇਲੇ ਸਾਰੇ ਅਰਜ਼ੀਕਰਤਾਵਾਂ ਨੂੰ ਕੈਨੇਡਾ ਦੀ ਸਰਕਾਰੀ ਭਾਸ਼ਾ (ਅੰਗਰੇਜ਼ੀ ਜਾਂ ਫਰੈਂਚ) ਦੇ ਗਿਆਨ ਦਾ ਸਬੂਤ ਅਰਜ਼ੀ ਨਾਲ ਨੱਥੀ ਕਰਨਾ ਲਾਜ਼ਮੀ ਕੀਤਾ ਜਾ ਰਿਹਾ ਹੈ। ਪਹਿਲੀ ਨਵੰਬਰ 2012 ਤੋਂ ਲਾਗੂ ਕੀਤੇ ਜਾ ਰਹੇ ਨਵੇਂ ਨਿਯਮ ਬਾਰੇ ਸਿਟੀਜ਼ਨਸਿਪ ਐਂਡ ਇਮੀਗ੍ਰੇਸਨ ਮੰਤਰੀ ਜੇਸਨ ਕੈਨੀ ਨੇ ਕਿਹਾ ਕਿ ਹੁਣ ਤੱਕ ਕੈਨੇਡਾ 'ਚ 18 ਤੋਂ 54 ਸਾਲ ਦੀ ਉਮਰ ਦੇ ਵਿਦੇਸ਼ੀਆਂ ਵੱਲੋਂ ਕੈਨੇਡੀਅਨ ਸਿਟੀਜ਼ਨਸਿਪ ਲਈ ਦਿੱਤੀਆਂ ਜਾਣ ਵਾਲੀਆਂ ਅਰਜ਼ੀਆਂ ਦੀ ਪੜਤਾਲ ਮਗਰੋਂ ਭਾਸ਼ਾ ਅਤੇ ਕੈਨੇਡਾ ਦੇਸ਼ ਬਾਰੇ ਆਮ ਜਾਣਕਾਰੀ ਦੀ ਇਕ ਟੈਸਟ ਰਾਹੀਂ ਪਰਖ ਕੀਤੀ ਜਾਂਦੀ ਹੈ ਜਾਂ ਸਿਟੀਜ਼ਨਸਿਪ ਜੱਜ ਵੱਲੋਂ ਇੰਟਰਵਿਊ ਲੈ ਲਈ ਜਾਂਦੀ ਹੈ ਪਰ ਹੁਣ ਮੰਤਰੀ ਨੇ ਆਖਿਆ ਹੈ ਕਿ ਕੈਨੇਡਾ 'ਚ ਕਾਮਯਾਬ ਹੋਣ ਲਈ ਵਿਦੇਸ਼ੀ ਵਿਅਕਤੀ ਕੋਲ ਅੰਗਰੇਜ਼ੀ ਜਾਂ ਫਰੈਂਚ ਦੀ ਮੁਹਾਰਤ ਹੋਣਾ ਬਹੁਤ ਜ਼ਰੂਰੀ ਹੈ, ਜਿਸ ਕਰਕੇ ਅਰਜ਼ੀ ਦੇ ਨਾਲ ਹੀ ਭਾਸ਼ਾ ਬੋਲਣ ਦੀ ਮੁਹਾਰਤ ਦਾ ਸਬੂਤ ਲਿਆ ਜਾਇਆ ਕਰੇਗਾ। ਇਹ ਸਬੂਤ +2 ਤੱਕ ਦੀ ਅੰਗਰੇਜ਼ੀ/ਫਰੈਂਚ ਨਾਲ ਪੜ੍ਹਾਈ, ਆਇਲੈਟਸ ਜਾਂ ਕੈਨੇਡਾ 'ਚ ਭਾਸ਼ਾ ਸਿੱਖਣ ਲਈ ਕੀਤੇ ਗਏ ਕੋਰਸ ਦੇ ਸਰਟੀਫਿਕੇਟ ਵਜੋਂ ਦਿੱਤੇ ਜਾ ਸਕਦੇ ਹਨ। ਇਸ ਤੋਂ ਬਾਅਦ ਸਿਟੀਜ਼ਨਸਿਪ ਦਾ ਟੈਸਟ ਆਮ ਵਾਂਗ ਲਿਆ ਜਾਂਦਾ ਰਹੇਗਾ। ਉਪਰੋਕਤ ਨਵੇਂ ਨਿਯਮ ਲਾਗੂ ਹੋਣ ਨਾਲ ਵਿਦੇਸੀ (ਅਨਪੜ੍ਹ) ਬਜ਼ੁਰਗਾਂ ਲਈ ਕੈਨੇਡੀਅਨ ਬਣਨਾ ਅਸੰਭਵ ਹੋ ਜਾਵੇਗਾ।

Justice Sikri is new Punjab and Haryana HC CJ

New Delhi, September 21
Justice Arjan Kumar Sikri has been appointed as the Chief Justice (CJ) of the Punjab and Haryana High Court. At present, Justice Sikri is the Acting CJ of the Delhi HC.The President has also appointed CJs for the Delhi and Kerala HCs. Justice Darmar Murugesan, at present at Madras HC, has been made the CJ of Delhi HC. Justice Manjula Chellur is the new CJ of Kerala HC. She is now a judge of the Kerala HC.
All the appointments would be effective from the date they assume charge, an official press note said. Born on March 7, 1954, Justice Sikri had an excellent academic record. He stood third on the merit list in Higher Secondary from CBSE, Delhi, and did his B.Com (Hons.) from Shriram College, Delhi University in 1974 and LL.B from the Law Faculty in University of Delhi in 1977. He was awarded gold medal for attaining the first position in LL.B in Delhi University and given a special prize for getting highest marks in Constitutional Law I & II. He had the distinction of securing the first position in all six semesters of LL.B and getting all several prizes and medals of Delhi University for LL.B course.
He did LL.M from Delhi University (DU) and got first position. He won medals and prizes in various extra curricular activities. He was president of Campus Law Centre, Delhi University in 1976-77 and was Member of Academic Council of DU in 1976-77 and various committees of DU. 

US tourist death in Vietnam 'not poison': Report


HANOI - An American tourist who died in mysterious circumstances in Vietnam alongside her Canadian travelling companion was not poisoned, state-run media reported on Tuesday.
American Karin Joy Bowerman, 27, and Canadian Cathy Huynh, 26, died last month at a hospital in southern Nha Trang province. An autopsy was carried out on Bowerman but the results were not made public.
However a Nha Trang city police leader told Tuoi Tre newspaper: "She died from breathing failure, circulatory collapse due to brain edema (swelling caused by fluid).
"No toxic traces have been found in her blood and gastric fluids." As no poison was detected in the samples taken, there are no grounds for a criminal investigation in the case, the policeman said, according to the newspaper, which published the report on its website on Tuesday.

Former Cong minister Henry loses citizenship


 
Jalandhar, September 19
The Ministry of Home Affairs (Foreigners Division) has ceased the Indian citizenship of senior Congress leader and transporter Avtar Henry.
In a communication to Principal Secretary (Homes) DS Bains, Undersecretary, Union Government, SN Garg has said the Centre, while exercising powers under Sections 9(2) of the Citizenship Act-1955, had ceased Henry’s Indian citizenship from the date he acquired British citizenship and passport in 1969.
Henry, however, is at liberty to acquire Indian citizenship by following the procedures laid down under the law.
In the letter, Garg stated that an inquiry report forwarded by the Additional Director General of Punjab Police specified that the office of the Deputy Commissioner, Jalandhar, was not in possession of any record that could be used to ascertain whether Henry had submitted an application to acquire Indian citizenship or not. Henry had acquired an Indian passport in 1981 and subsequently in 2004. The passport can be issued only to an Indian citizen.
But the records of the Foreigners Division of the Ministry of Home Affairs confirmed that the division had not granted Indian citizenship to Avtar Henry from 1981 onwards.
The letter sent by Garg to Bains stated that the fact that he had acquired a British passport conclusively proved that he had acquired British citizenship and thereby automatically ceased to be an India citizen under Sections 9(1) of the Citizenship Act-1955 from the date of the acquisition of British citizenship.
Case history
Henry had landed in a trouble following allegations of dual citizenship levelled by his son Gurjit Singh Sanghera. The Union Home Ministry had summoned him to Delhi to clear his stand.
Henry was asked to appear before the ministry on July 10, 2012. Henry had appeared before SM Garg and recorded his statement.
In November 2009, Sanghera had accused his father of possessing two passports. In his complaint, Sanghera had alleged that Avtar Singh ‘Sanghera’ had been to England on an Indian passport, which he had procured from the passport office in Delhi by posing as Lakhbir Singh Sanghera’s son. Lakhbir Singh Sanghera is, in fact, Henry’s elder brother and his father’s name is Joginder Singh.
The complainant had further alleged that Henry had made a false averment in the British passport that his “father”, Lakhbir Singh Sanghera, had died in 1905. Lakhbir Singh had actually died in November 2006.
The complaint further read that Avtar Henry (‘son’ of Lakhbir Singh) took British citizenship on the old passport issued by the Indian Government. He later managed to get a passport from the British government and returned to India in September 1969. He yet again got a passport prepared from the Jalandhar passport officer, showing himself as the son of Joginder Singh (the real father) and born in Pakistan.
The complainant had sought charges under Sections 420, 465, 467, 468, 471 and 494 of the IPC against Henry. The Jalandhar police acted on the complaint, but the files were gathering dust at the SSP’s office.
The case was later reopened by the city police after Sanghera, through his friend Ajay Sehgal, an RTI activist, moved the Punjab and Haryana High Court.
The court had directed the Union Home Ministry, Punjab Chief Secretary and the DGP to complete an ongoing probe into a complaint against Henry in four months.
Son relieved
Gurjit Singh Sanghera has expressed satisfaction at the union government’s decision to cease Henry’s Indian citizenship. Talking to The Tribune, Sanghera claimed that he would move an application before the city police Commissioner seeking his arrest.

BJP veteran Bakshi Ram Arora is Amritsar Mayor


Amritsar, September 19
The BJP high command today appointed veteran leader Bakshi Ram Arora as the city Mayor, putting to rest the tussle between two factions of the local unit lobbying hard for respective candidates.

The three-time BJP councillor’s name was proposed by SAD Chief Parliamentary Secretary Inderbir Bolaria and seconded by BJP Cabinet Minister Anil Joshi during the first meeting of the fifth Amritsar Municipal Corporation House at Town Hall.
SAD councillors Avtar Singh Truckanwala and Avinash Jolly were unanimously elected Senior Deputy Mayor and Deputy Mayor, respectively. Their names were proposed by Joshi and seconded by Bolaria.
The presiding officer, Jalandhar Divisional Commissioner SR Ladhar, administered the oath to the newly elected councillors.

Chandigarh gets rid of its ‘disturbed area’ tag after 29 years

Around three decades after it was labelled a “disturbed area”, Chandigarh today finally managed to shrug off the tag, with the Punjab and Haryana High Court quashing a notification to that effect.
The tag was given to Chandigarh in 1983 during the dark days of militancy in Punjab. The intention was to bestow special powers on the Administration, the police and the security forces for effectively dealing with militancy between 1981 and 1992.
Since Punjab was mostly under President’s Rule, Chandigarh was also brought under the Punjab Governor’s purview. He was, in fact, made the UT Administrator.
Punjab gave up the title in 1997. But nearly two decades after militancy was wiped out from the state, Chandigarh refused to let go the “disturbed” status. This was despite the fact that no major terror incident took place in the city after 1995.
As a petition filed in public interest on the issue came up for resumed hearing before the high court this morning, the Division Bench comprising Acting Chief Justice Jasbir Singh and Justice Rakesh Kumar Jain held that Chandigarh was no longer a disturbed area, as the notification had ceased to have any relevance in present times.
The Bench minced no words in holding that the Chandigarh Administration had failed to justify the relevance of such notifications in present times, particularly when no terror incident had been reported in the city for the past many years.
The court also observed chances were that the tag was acting as a deterrent for tourists. So many of them would obviously be reluctant to visit the city after finding it labelled on the Internet as a disturbed area, the Bench added.
The development is significant also because the Chandigarh Administration had, just about two days ago, made clear its intention of not withdrawing the notification declaring Chandigarh a disturbed area.
Appearing before the high court during a hearing on the petition filed by Janata Dal (United) president Surinder Bhardwaj, the UT senior standing counsel Sanjay Kaushal had claimed that besides accommodating government functionaries of Punjab and Haryana, Chandigarh was also catering to the security needs of protected persons actively involved in the fight against terrorism.

Mamata withdraws from UPA, Manmohan govt in minority


New Delhi, September 18
The UPA government was reduced to a minority today after its key ally Trinamool Congress (TMC) pulled out of the ruling combine in protest against its refusal to concede its demand to roll back the fuel price hike, the cap on subsidised LPG and retail FDI. At the same time, the TMC left the door ajar for a possible patch-up, giving the UPA time till Friday to meet its conditions.

Announcing her decision in Kolkata, an angry TMC chief and West Bengal Chief Minister Mamata Banerjee declared her ministers would submit their resignation to Prime Minister Manmohan Singh on Friday. "We are withdrawing support... we will not be in UPA II," she said.
With the withdrawal of the 19-member TMC, the UPA's strength in the Lok Sabha will be reduced from the present 273 (just two more than the half-way mark) to 259 members. However, the UPA government is unlikely to collapse as it is banking on the support of the 22-member Samajwadi Party (SP) and 21 MPs of the Bahujan Samaj Party (BSP), which have been propping up the ruling combine from outside.
Nevertheless, the UPA government has been rendered vulnerable as it will now be more dependent on SP chief Mulayam Singh Yadav and BSP supremo Mayawati, who are bound to extract their pound of flesh for their support.
Confident that Mayawati will be firmly on its side, the UPA government cannot say the same about Mulayam Singh Yadav, who could be inspired by Mamata to ditch the ruling combine.
Although the Congress drew comfort from SP leader Ram Gopal Yadav's statement that his party will not be influenced by Mamata's decision, he also warned that his party's support could not be taken for granted.
The UPA's woes were further compounded with its dependable ally the DMK saying it would support the Opposition-led Bharat Bandh on September 20 to protest the government's recent decisions.
The Congress was clearly taken aback by Mamata's decision as it was convinced she would only withdraw her ministers from the government but not quit the UPA. Going into damage control mode, the Congress continued to describe as a valuable ally and said it is still willing to reach out to her.
Speaking to mediapersons after the TMC announcement, AICC general secretary Janardan Dwivedi struck a conciliatory note, saying the government was open to a discussion on the issues raised by Mamata Banerjee. “We regard her as an important partner,” he said.
The Congress is pinning its hopes on the window of opportunity provided by Mamata, who said she would re-think her decision if the UPA increased the cap on subsidised LPG cylinders from six to 12, rolled back the diesel price hike to Rs 3 or 4 and reversed its policy on FDI in multi-brand retail. The fact that the TMC ministers will resign on Friday gives the Congress leadership three days to persuade its mercurial ally to reverse her decision.
Even before Mamata announced her decision, Congress president Sonia Gandhi met the PM to discuss the roadmap ahead. However, it is not clear what kind of a face saver it will be willing to offer to the TMC chief.
So far, the PM and Finance Minister have ruled out any rollback on their reforms-related measures which, they believe, will help the ailing Indian economy. Chidambaram had declared yesterday that the government would stay the course and would be introducing a raft of further reforms to boost growth.
Accused of policy paralysis and weighed down by a series of corruption scandals, the PM decided to bite the bullet and go ahead with the stalled reforms agenda. Congress strategists had believed that Mamata’s opposition was due to her political competition with the Left in Bengal and that she wouldn’t walk out of UPA as she can neither go with the BJP because of her Muslim support base, nor join hands with the Third Front since the Left is part of it. But the Congress clearly misread the situation.

Bank guarantee of Jindal’s coal block to be encashed


New Delhi, September 18
The Inter-Ministerial Group (IMG) on coal today recommended deduction of bank guarantee of two blocks, including Jitpur, given to Jindal Steel & Power Ltd (JSPL) in which Congress MP Naveen Jindal is Chairman-cum-Managing Director (CMD).

The amount of the bank guarantee to be encashed was not immediately known.
Sources in the Coal Ministry said the IMG has also recommended de-allocation of Macherkunda block given to Bihar Sponge.
The recommendations from the IMG, which met here to review the presentations made by the private companies owning the coal blocks over the status of development at the mines, came even as the government issued an official statement that three more blocks, as reported earlier, were being de-allocated.
The statement said, “The Government has de-allocated three more coal blocks on the recommendations of Inter-Ministerial Group’s review held on September 14 and 15”.
These blocks include, Gourangdih ABC Coal Block allotted to M/s Himachal EMTA Power Ltd. and M/s JSW Steel Ltd, Rawanwara North Coal Block allotted to SKS Ispat and Power Ltd and New Patrapara Coal Block allotted to M/s Bhushan Steel Ltd. and others.
Sources in the ministry said the IMG had asked for deducting bank guarantee of two others -- Jitpur, given to Jindal Steel and Power Limited (JSPL) owned by Naveen Jindal, and Chitarpur, allotted to Corporate Ispat.
The panel has so far scrutinised 29 out of 58 cases to which show cause notices had been issued. It reviewed three cases today and will meet again tomorrow, sources said. The panel has so far scrutinised the replies furnished by 22 coal block allottees out of 29.
It earlier heard the coal block allottees, who were invited to make presentations from September 6-8, and also obtained updated status paper from Coal Controller/Ministry of Coal.
The notification for the de-allocation of the coal blocks issued today includes one associated with brother of Tourism Minister Subodh Kant Sahai.
Sahai, a senior Congress leader, had reportedly written to Prime Minister Manmohan Singh in 2007 recommending allocation of two coal blocks to SKS Ispat and Power in Chhattisgarh and Jharkhand. The Prime Minister was holding Coal portfolio at that time.
The IMG had on Saturday asked the government to de-allocate three coal blocks given to Coal blocks of SKS Ispat and Power Ltd (Rawanwara North) and Bhushan Steel Ltd (New Patrapara) and Gourangdih ABC block allocated to Sajjan Jindal-promoted JSW Steel Ltd and Himachal EMTA Power Ltd.
The IMG has so far recommended the de-allocation of seven blocks while recommending punitive action against 10 more.
Sahai’s role in allocation
* The de-allocation notification includes one associated with brother of Tourism Minister Subodh Kant Sahai.
* Sahai, a senior Congress leader, had reportedly written to the PM in 2007 recommending allocation of two coal blocks to SKS Ispat and Power in Chhattisgarh and Jharkhand.

Kasab moves mercy petition before President

Mumbai, September 18
Mohammad Ajmal Kasab, sentenced to death for his role in the terrorist attack in Mumbai on November 26, 2008, has sent a mercy petition seeking clemency to President Pranab Mukherjee, Maharashtra Home Department officials confirmed today.
The petition, sent through the jailor of the Arthur Road Jail, is with the state Home Department, sources said. The petition being sent "via proper channels" will reach the President's office in due course.
According to the procedure, Kasab was given a certified copy of the Supreme Court verdict confirming his death sentence last week. He signed the acknowledgement and the document was forwarded to the apex court by officials at the Arthur Road Jail. The Supreme Court had confirmed Kasab's death penalty on August 29.
Kasab, who has access to legal services in jail, was advised to file a mercy plea which he has done, according to officials.
Predictably as news of Kasab filing his mercy petition came in, calls for its rejection began to be made. BJP spokesman Mukhtar Abbas Naqvi called for his mercy petition to be rejected.
The Shiv Sena, which wants Kasab's execution to be speeded up, also called for the rejection of his mercy plea immediately.

British PM hails role of Indian immigrants

Prime Minister David Cameron today said the thousands of Indians and other Asians who arrived in Britain after being expelled from Uganda 40 years ago had made an "extraordinary contribution" to the fabric of British life.
Responding to a question from Indian-origin Conservative MP Shailesh Vara in the House of Commons, Cameron said those in Britain who had opposed their immigration in 1972 were "completely wrong", and also lauded Vara's contribution to parliament.
Vara, MP from north-west Cambridgeshire, was born in Uganda and migrated to Britain with his family in the early 1970s.
Vara recalled that the then Conservative government had allowed the Uganda Asians to migrate here after being expelled by Idi Amin despite much opposition at the time in Parliament and other parts of the country.
In August 1972, the Uganda Indians were not welcome in the east Midlands city of Leicester, where over 10,000 of them migrated, and went on to prosper in one of the most remarkable success stories of the Indian diaspora.
The Leicester city council had then paid for advertisements in the Uganda press, informing that it was "in your own interests and those of your family... not come to Leicester".
As the community of Uganda Asians mark 40 years of their expulsion and immigration to Britain, the Leicester city council is planning to publicly thank them for transforming the city and region after facing racism and other hurdles as they rebuilt their lives.
Sundip Meghani, son of one of the many Indians expelled from Uganda, has proposed a motion in the same city council thanking the Indians and other Asians from Uganda for their contribution to the city.

Whether US helicopters on Osama mission flew over India!

The flight path taken by two American MH-47 Chinook helicopters to Abbottabad in Pakistan to kill Osama bin Laden in May last year has triggered a controversy with questions being raised as to whether they flew over the Indian air space.

A just-published book, containing a first-hand account of the raid on the Al-Qaida leader's hideout in Pakistan garrison town near Islamabad, contains a map showing the flight path of the two helicopters after they took off from Jalalabad in Afghanistan in the dead of the night on May 1.
The map shows the helicopters crossing Pakistan's eastern border with India before looping around and approaching Abbottabad from the South East. The book -- 'No Easy Day: The Autobiography of a Navy SEAL' -- is written by one of the US Navy SEALS Matt Bissonnette, who participated in the operation, using pseudonym "Mark Owen".
Questions about whether the helicopters flew over the Indian air space have been raised by a popular US website Redstate, described as a leading conservative news blog. This has set off a debate in the cyber world.
The blog states that "this apparent use of Indian air space" raises questions, including whether the Indian Government had advance knowledge about the Abbottabad mission and whether the US had sought and was granted permission to use the Indian air space.

A pair of devastating fires engulfed a garment factory in Karachi and a shoe unit in Lahore killing at least 314 persons, including women and children, in one of the worst industrial accidents in Pakistan.
The fire in the multi-storey garment factory in Baldia Town area of Karachi broke out at 6 pm local time yesterday, hours after 25 persons were killed in a blaze in a shoe factory in Lahore, the capital of Punjab province, officials said today.
Rescue workers had pulled out 289 bodies from the Karachi factory till late this afternoon and the toll could rise as the rescue operation was continuing, Karachi Commissioner Roshan Ali Shaikh told reporters.
Another 31 people were injured, he said. Karachi police chief Iqbal Mahmood told the media that rescue teams were yet to gain access to several parts of the gutted factory.
Shaikh too said some people could be trapped in cabins and the basement, which are yet to be cleared. "Rescue workers are proceeding carefully as huge cracks have appeared in the building, which could collapse at any time," Shaikh said.

He said the owners of the factory had gone into hiding and raids were being conducted to arrest them. Sagheer Ahmed, the Health Minister of Sindh province, said scores of people were injured. Women and children were among the dead and injured.
The Abbasi Saheed Hospital alone had received 95 bodies, he said. Only about 55 bodies had been identified so far as many of them were badly charred, officials said.
When the fire engulfed the second and third floors of the factory in Karachi yesterday, several workers jumped out of windows in desperation. Others used the lights of their mobile phones to signal their location to fire fighters. Special ladders were used to bring down people who gathered on the roof.
Fire fighters said they could not enter the factory for several hours because of the intensity of the blaze. They called in additional fire fighters and special squads from the navy. At least 40 fire tenders were used to put out the flames. Karachi's Chief Fire Officer Ehtishamuddin Siddiqui said the factory could collapse at any time as it had been weakened by the fire.

Calling it the most beautiful product the company has ever made is some bold statement. So what makes it so stunning? The iPhone 5 is made from glass and aluminium and will be the thinnest Apple smartphone at just 7.6mm thick, but doesn't quite beat the Huawei Ascend P1 or ZTE Athena which still remain the slimmest smartphones around. In the measurements department the iPhone 5 weighs in at 112g which is significantly lighter than the 4S (140g).

Available in 'Marble White' and 'Pebble Blue' (pebble... blue?!) and now titanium grey, the Galaxy S3 is sporting a curvier look than the iPhone 5 . It actually looks far less like it's older brother, and actually more resembles of the Samsung Galaxy Nexus, both in size and contours, although the plastic finish on the back feels more premium than its predecessor. Measuring 136.6 x 70.6 x 8.6mm, the S3 is slightly longer, wider and fatter than the S2 (125.3 x 66.1 x 8.49mm), which may prove to bit a little on the large side for some although the extra thickness may actually make the S3 slightly easier to hold and less likely to slip from your hand, particularly when taking a photo. At 133g, the S3 is very slightly heavier than the S2, although only by 3 grams, so it's barely noticeable.

So we've got our bigger screen and at 4-inches as had been long rumoured, it's a drastic jump from the iPhone 4S which now means you can have five rows of apps on the homescreen. The Retina display promises the same 326ppi as the 4S with a screen resolution jump to 1136 x 640, but essentially you can expect in terms of look and feel it will be the same width but a bit taller.

The S3 one-ups the iPhone 4S and HTC One X on screen size, with an enormous 4.8-inch HD Super AMOLED screen, which displays at a maximum resolution of 720 x 1280. At 306 pixels per inch, the screen is slightly below the quality of the HTC One X and the iPhone 4S but frankly, 306ppi is still eye-searing stuff. Everything that we said about the HTC looking great because of it's size is even more true of the Samsung Galaxy S3. Once again the screen uses Super AMOLED technology, to keep the viewing angle as wide as possible.

Already a pretty capable of taking great snaps, the same 8-Megapixel camera sensor and f/2.4 aperture is included in the iPhone 5, with the addition of a dynamic low light mode to benefit night-time snapping with a new more durable sapphire crystal lens. Additionally, a new image processor includes a smart filter and should reduce noise in images. In terms of new camera modes, you can now take panoramic photos and with the Share Photo Streams feature share pictures with friends and families where they can comment on your pictorial efforts. It's good news for regular FaceTimers as the front-facing camera is now capable of 720p video

The rumoured 12MP camera sadly does not make an appearance. Instead the Galaxy S3 arrives with a perfectly reasonable 8MP/1080p camera, exactly the same as that on the HTC One X. In burst mode, the camera takes continuous shots at a rate of 6fps, then picks the best shot based on smile detection, blink detection, contrast and blurring. According to Samsung, the camera also has zero shutter lag along with an improved shot-to-shot time. You'll be able to set up rules for photos to be automatically placed in groups based on faces, contacts or location. There's also Face Zoom which means that you can tap on a face when lining up a crowd shot and the camera will zoom in automatically. The lack of optical zoom means that this is going to be fairly limited, but we look forward to trying it out in the wild.
It also has a 1.9MP camera on the front, which suffices for profile pictures, video calls and the like. Curiously, that's actually smaller than the Galaxy S2's 2MP front camera sensor, but still a major improvement on the 4S' 0.3MP front-facing camera.

Moving from the A5 processor found in the 4S and the iPad 2, to a new A6 chip, Apple claims it will deliver a CPU two times faster than the A5 and up to times better graphics. So, expect apps to launch quicker, browsing to speedier and overall performance to step up significantly from the 4S.

Samsung has put their own quad-core 1.4GHz Exynos processor into the Galaxy S3, and bolstered it with 1GB RAM. The quad-core processor certainly seemed to do the trick in the limited time that we had with the phone. There was barely any lag when switching between home screens and firing up apps. Flash memory is available in 16, 32 and 64 GB versions, improving on the S2's 16GB offering, while there's also a micro SD card slot should you wish to expand the memory. There's also 50GB of free storage for your content on Dropbox for the next years, which is double what HTC is offering on its HTC One X.

New phone, new operating system. iOS 6 promises a slightly tweaked user interface with a new look App Store with iCloud support, a smarter Siri that will launch apps, FaceTime over 3G and plenty more. It's still one of the best mobile operating systems and the new features have certainly enhanced its capabilities.

The Galaxy S3 comes with Android 4.0 Ice Cream Sandwich as standard. Like HTC, Samsung has taken Android 4.0 and overlayed their Touch Wiz UI - an interface that we already loved from it's Galaxy S2 days. It's been streamlined a little -  the wealth of features remains, but things feel a little less cluttered.S Voice is essentially voice-activated control that will give you direct access to functions such as the camera, calls, text, the alarms, weather, calendar and music and it'll even work when music is playing. What it won't do is answer you back with pithy retorts, like Apple's Siri. An Android 4.1 Jelly Bean update is expected to be available from October but it will be interesting to see how it compares to the version we have seen so far on the Nexus 7 and Samsung Galaxy Nexus.

While the iPhone 4 made a big jump from the previous iPhone 3G and 3GS, The iPhone 5 battery is generally the same as the 4S so it should see you through 8 hours talk time on 3G or LTE, and 10 hours of Wi-Fi which an extra hour more than the 4S.

The Galaxy S3's 2100mah battery is a big improvement on that of the S2, and ought to be hefty enough to handle all the tech that has been packed into the S3. A bigger battery doesn't mean longer battery life, but we'll give the S3 the benefit of the doubt for the moment.
The battery in the Galaxy S2 was pretty good, and the extra power in the Galaxy S3 probably cancels out the bigger battery. The S2 outperformed the iPhone 4S in this category, so we'd expect the S3 to do the same.

iPhone 5 is thinner, lighter, faster

Apple’s next iPhone is official, and despite being the sixth iPhone model (technically), we know it’s officially the iPhone 5.
Over the last year, we've heard a ton of rumors about what it might deliver with LTE, a taller display, and a redesigned connector being the most likely tidbits. Fortunately, we now can put all that speculation to rest as Apple spilled the secrets.

Taller, thinner, and a metal back
As expected, the new iPhone is 18 percent thinner (0.30 inch vs. 0.37 inch thick) than the iPhone 4S. Apple says it's the thinnest handset around, but that's a race that changes often. That means it's also 20 percent lighter for a total of 3.95 ounces. The Retina Display expands from 3.5 inches (its size since the original iPhone) to 4 inches. The total resolution remains the same, though, at 326 pixels per inch. The total pixel count is 1,136x640, and we now have a 16:9 aspect ratio.
To the user that means a fifth row of icons on the home screen. That's pretty nice since it will let you cut down on the number of home screens. You'll also get a full five-day week view in the calendar, the calendar will show more events, and all iWork apps will take advantage of the bigger display. Third-party apps that haven't been updated will continue to work, but you'll see black borders on each side (so they won't be stretched or scaled). Apple also promises that wide-screen movies will look better, with 44 percent more color saturation than the iPhone 4S.

Touch sensors are now built into the display itself, which makes it 30 percent thinner as a result and less prone to glare.
The iPhone 5 also fixes a design flaw that we first saw in the iPhone 4. Apple replaced the glass back with one that's mostly metal. Too many people (us included) cracked an iPhone 4 or 4S after dropping it accidentally. We don't think the change negatively affects the iPhone's aesthetics. In fact, many might see it as an improvement. A return to a metal back recalls the original iPhone, and the crisp, clean-cut back has a bit of the feel other Apple devices like the iPad.
All of the design changes result in a new iPhone that's surprisingly light to hold. Think 20 percent lighter isn't a big deal? Pick one of these up and you'll feel the difference: the iPhone 4 may have been dense, but the iPhone 5 is a featherweight.
The screen is big, bright, and crisp, too, not shockingly so, but a subtly improved experience. It's akin to the extrawide comfy chair of iPhone screens. Stay tuned for more, but this new iPhone has a good hand feel.

LTE and carriers
Not a shocker either, but the iPhone 5 will support 4G LTE networks. That's in addition to the current support for GPRS, EDGE, EV-DO, and HSPA data networks. LTE has a single chip for voice and data, a single radio chip, and a "dynamic antenna" that will switch connections between different networks automatically.
So which carriers will support an LTE iPhone 5? Well, in the United States that means AT&T, Sprint, and Verizon Wireless. So again, T-Mobile loses out. In Canada it's Bell, Telus, Fido, Virgin, and Kudo. In Asia the providers will be SoftBank, SmarTone, SingTel, and SK Telecom. For Australia there's Telstra, Optus, and Virgin Mobile, and in Europe it will go to Deutsche Telekom and EE. On carriers without LTE, the iPhone 5 will run on dual-band 3.5G HDPA+.

A faster chip
The iPhone 5 will offer an A6 chip, which is two times faster than the current A5 chip. Graphics will get faster speeds, as well. Yet, despite the speedier performance, the new chip will be 22 percent smaller than the A5. According to Apple's specs, users will see Web pages load 2.1 times faster, and the Music app with songs will load 1.9 times faster.
More battery life
LTE tends to be a power hog, but the iPhone 5 is set to deliver respectable battery life. Of course, the real story may differ, but here's what Apple is promising for now. We're supposed to get 8 hours of 3G talk time, 8 hours of 3G browsing, 8 hours of LTE browsing, 10 hours of Wi-Fi browsing, 10 hours of video playback, 40 hours of music playback, and 225 hours of standby time. You can be sure that CNET will put these promises to the test when we get a device in our hands.

Camera
The main shooter, or the "iSight" camera, stays at 8 megapixels (with the best resolution being 3,264x2,448 pixels) with a feature list that includes backside illumination, a hybrid IR filter, a five-element lens, and a f2.4 aperture. A dynamic light mode is new, and you should be able to launch photography apps up to 2.1 times faster. Another addition is an image signal processor in the A6 chip. That will bring spatial noise reduction and a "smart filter" that produces better low-light performance and captures photos faster. Finally, there's a built-in panorama mode that stitches shots together for one large 28-megapixel photo.

The secondary front camera now can shoot 720p HD video and it gets a backside illuminated sensor. And as we heard at the announcement of iOS 6 back in June, FaceTime will work over 3G cellular networks. Some carriers like AT&T have already announced restrictions for that feature, so be sure to check with your provider first.
Video resolution remains at 1080p HD, though image stabilization has been improved and face detection is now available in clips for up to 10 people. And in a nice move, you can take photos while you're shooting video.
Audio
The iPhone 5 gets an additional microphone for a total of three. You'll find one on the bottom, one on the handset's front face, and one on its rear side. What's more, the speaker now has five magnets (so up from two), which is apparently better and it's supposed to use 20 percent less space. The noise-canceling feature should be improved, as well, and there's a new wideband audio feature that promises more-natural-sounding voices. Twenty percent of carriers will support wideband audio, but so far we only know that Orange in the United Kingdom will be among them.
Smaller dock connector, smaller SIM card
On the bottom of the iPhone 5, there's that new and long-anticipated smaller dock connector. Called "Lightning," it has an all-digital, eight-signal design and an "adaptive interface" (we're not quite sure what that means yet). It's 80 percent smaller, and since it's reversible, both ends will be the same (that's kind of nice).

By all means, it's bound to annoy owners of current speaker docks, accessories, and charger/syncing cables since it will render them obsolete. Apple will offer an adapter and adapter cables (of course it will), which range from $19 to $39. We imagine, though, that the adapter may be awkward to use with some current accessories like a bedside alarm clock/music player. For new accessories, Apple says that manufacturers like Bose, JBL, and Bowers are working on new products.
Though we welcome the idea of a smaller connector, we're miffed that Apple couldn't just adopt the semi-industry standard of Micro-USB. That would make things easier for smartphone users across the globe. Yet, even so, the smaller connector may be a smart move for the future. The 30-pin connector has been around since 2003, long before the iPhone even existed: frankly, it's a dust magnet. A smaller connector helps shave extra space to achieve a smaller phone with perhaps a bigger battery. The new connector cable will mainly be used for syncing and charging by most people who own an Apple TV or Bluetooth/AirPlay accessories.

iOS 6
Inside, the iPhone 5 will debut with iOS 6 already onboard. Highlights include the new Apple Maps app, Passbook, shared photo streams, Siri updates, and the aforementioned FaceTime over 3G. Release date and pricing
The iPhone 5 will be available in three capacity models, all of which will come in black and white versions. The 16GB is $199, the 32GB $299, and the 64GB $399. On September 21, it will go on sale in nine countries: the United States, Canada, the United Kingdom, Germany, France, Australia, Japan, Hong Kong, and Singapore. Anyone in that first batch of countries can preorder starting September 14. More countries will follow by the end of this month and by the end of the year, the iPhone 5 will land at 240 carriers in 100 countries. As a reminder, the U.S. carriers are the Big Three: Verizon, AT&T and Sprint.
Is this the iPhone you've been looking for?
During very brief hands-on time with the iPhone 5, this much is clear: it's the weight you'll remember more than its thinner profile. The iPhone 4S is already a svelte device: most people probably won't spot the difference if they see the new iPhone from the side.
The screen size, also, is more of a subtle improvement. This isn't a jaw-dropping leap from the iPhone 4S: it's a gradual increase, done almost so cleverly that the front face of the iPhone 5 might, with the screen turned off, look very much like the iPhone 4S. The proof will be in the pudding for how app developers and iOS 6 take full advantage of that extra screen real estate, but the bottom line is this: more screen size and more pixels is a good thing.
The real killer app on this phone -- no surprise -- might be the iPhone's 4G LTE, as well as the promised battery life. If data speeds and battery life can live up to the promises, those alone will make many want to upgrade.

Man killed in 'targeted' Surrey shooting


VANCOUVER — The man gunned down in a Surrey parking lot Thursday is the brother of a recently-convicted cocaine smuggler.
Police confirmed Friday the victim was 37-year-old Delta resident Jag Johal, brother to Shminder Johal, who was sentenced to 18 years in prison in July for smuggling cocaine and guns into B.C. after a 2007 arrest.
Johal was shot multiple times in broad daylight while sitting in the passenger side of a car in a parking lot at 68 Avenue and King George Boulevard.
There were no other injuries in the daylight attack in the 6800-block of King George Boulevard Thursday.
He was rushed to Royal Columbian hospital, where he later died. Surrey RCMP Sgt. Drew Grainger called the targeted attack, which was witnessed by Johal's wife and four-year-old son, “brazen and deplorable.”
Grainger said the shooting was of particular concern because the plaza has a number of businesses catering to families and children, and took place right at the end of a school day.
No other injuries were reported and the Integrated Homicide Investigation Team has taken over the case.
Paramedics were called by the RCMP just before 2:45 p.m., according to B.C. Ambulance Service. According to bystanders, about 10 police cars, a fire truck and two life support unit ambulances were on scene.
This summer, Johal was present in the courtroom while his brother received a lengthy sentence for acting as the “overseer” of a cocaine smuggling ring that also saw a former Canada Border Services Agency guard Baljinder Kandola sentenced to 15 years.

"This apparent targeted shooting occurred in broad daylight in a highly populated public area where many businesses are located. The potential for further victims was high and this selfish act of violence is not taken lightly by investigators," said Sgt. Jennifer Pound, of the Integrated Homicide Investigation Team, which has taken over the case.

India and Pakistan are all set to sign a liberalised visa agreement with Islamabad going all out to state that the new pact was on the anvil while New Delhi preferred to be guarded till the event scheduled for tomorrow takes place.
India’s cautious approach can be understood in the context of the last-minute change of plan in May 2012 when Pakistan insisted the pact has to be at a political level and not at the Home Secretaries’ one as was planned.
Sources said more categories of visa would form part of the pact including those for tourists, 36-hour-transit visa, civil society, multiple entries for business and visa on arrival for senior citizens.
The other pacts in the works are for cultural exchange and across the Line of Control confidence-building measures to facilitate trade and travel in Jammu and Kashmir.
In the joint working group meeting on the issue, both sides agreed to suggest to the ministers things like strengthening infrastructure, better communication links and group tourism. These would be taken up for approval.
Krishna, who arrived here this morning, held a series of meetings with leaders of political parties that have representatives in the National Assembly - Pakistan Muslim League (Q), Muttahida Qaumi Movement (MQM) and Awami National Party before calling on President Asif Ali Zardari and Prime Minister Raza Pervez Ashraf.
Zardari and Krishna reviewed the progress of bilateral relationships with the former underscoring the need to carry it forward. In his meeting with Ashraf, the latter reiterated the invitation for Prime Minister Manmohan Singh to visit Pakistan.
Earlier, Pakistan Foreign Minister Hina Rabbani Khar said that India should approach the Mumbai terror attacks trial without bringing in emotions asserting that terror may have been used in the past, but it was not the mantra for the future.
Her remarks came in the backdrop of the message from New Delhi that terrorism and early completion of the Mumbai attacks trial remain its “core concerns”.
Emphasising that Pakistan too suffers on account of terrorism, she said that it was necessary to view the situation realistically citing that the judicial process in the Mumbai trial would take time.
She asserted that Islamabad had sent some strong signals so that New Delhi was viewed from a different prism.
