Sangrur MP Bhagwant Mann replaces Dharam Vira Gandhi as AAP leader in Lok Sabha

NEW DELHI: As an expected fallout of the brawl in Aam Aadmi Party (AAP), Patiala MP Dharam Vira Gandhi -- who had raised his voice against the treatment meted out to now expelled Yogendra Yadav and Prashant Bhushan -- was removed as the party's leader in Lok Sabha on Tuesday. In his place, the party appointed stand-up comedian and Sangrur MP Bhagwant Mann to articulate its views in the lower House. 

This is an unprecedented rise for an entertainer who rode his punchlines through his poll campaign and eventually to Lok Sabha, although the jury may still be out on whether it is a sign of the readiness of the political class to put satire on the same pedestal as serious criticism. 

Even though Gandhi's removal was explained by AAP merely as a "party decision", it is hardly lost on anyone that he has paid the price for siding with rebels. The Patiala MP gave considerable grief to Arvind Kejriwal and his aides when he endorsed the version of Bhushan and Yadav that the dominant faction resorted to strong-arm methods to intimidate dissidents and stifle their protest. That Gandhi had till then kept himself aloof from the ugly factional fight lent credence to the rebels' narrative. 

Party member Ashutosh, while confirming the development, refused to go into the reason why Gandhi had to be dumped. "This is a party decision and we need not explain it," he said. 

Mann, who had defended Kejriwal and his group, was pleased with the development, and he attacked Bhushan and Yadav saying the two leaders were sacked for carrying out anti-party activities. "I have raised maximum questions, participated in maximum debates and raised concerns about various bills in the House. If the party wants to give me more responsibilities, then I am ready to shoulder them," Mann said. 

Mann's rise is significant as a leg-up to entertainers in Indian politics which has seen many actors enter the fray but rarely any rising beyond a point. 

As a stand-up comedian, Mann also joins the league of several such personalities across the world who have literally laughed their way to election wins and upset political calculations. 

From Italy to Iceland and Miyazaki to Minnesota, comedians and entertainers have left a trail of political surprise. Italian comedian Giuseppe Piero 'Beppe' Grillo spent much of his career pillorying political parties until he launched the 'Five Star Movement' which went on to win over 25% votes in the 2013 general elections in Italy. Icelandic standup comic Jon Gnarr fought mayoral elections in the capital Reykjavik as a "fun thing" only to be declared the winner to his and the political establishment's horror. 

In 2007, Japanese comedian Hideo Higashikokubaru decided to run a serious campaign for governor of the Miyazaki Prefecture and won it in an atmosphere of complete dejection among voters with the political class. Most famous of all, however, was the victory of WWE Hall of Fame wrestler Jesse Ventura's win in Minnesota gubernatorial elections in 1998 when he defeated both the Democratic and Republican candidates. 

Mann's rise comparatively is circumstantial but given that he lost no minute in siding with Kejriwal after the quarrel broke out in the party shows that he is equipped, besides a sense of humour, with political smarts. The reward that he has received from the party will encourage him to further burnish his 'loyalist' credentials.

Kejri joins Anna’s protest on land ordinance

New Delhi, February 24 - In a big show of support for anti-corruption crusader Anna Hazare, Delhi Chief Minister Arvind Kejriwal shared the stage with him at Parliament Street where Anna has organised a rally, demanding that the government withdraw the land acquisition ordinance.
Kejriwal also invited Anna to the Delhi Secretariat to address a gathering of head of departments of the Delhi Government.
The AAP’s 66 MLAs and other party leaders also reached Parliament Street to support Anna. Anna and Kejriwal were the two most-famous faces of the Lokpal movement in 2011. They later fell apart over Kejriwal’s decision to launch a political party.
Anna has been sitting on protest since yesterday at Jantar Mantar and today, he held a rally at Parliament Street against the Centre’s land acquisition ordinance.
Besides, CPI and MDMK leaders also shared the stage though Anna, in the morning, said that people from political parties were welcome to join the agitators, but would not share the stage with him. He made it clear that he would not allow the lending of any political colour to the agitation.
Kejriwal bowed to Hazare as he walked into the venue followed by the leaders of his party. He later joined Anna on stage and sat next to him.
As the BJP-led central government grapples with widespread political opposition to the changes it is seeking to make in the law on land acquisition for big projects, it also has to counter Anna Hazare’s protest on what he calls an “anti-farmer ordinance.”
Anna’s agitation today drew thousands of farmers from all over the country to Delhi who gathered at Parliament Street as well as Jantar Mantar.
Hundreds of farmers marched from Faridabad to Delhi to join Anna’s protest but they were stopped near the Boat Club. Later, they were allowed to go ahead after intervention by social activist Medha Patekar.
Addressing the gathering, 77-year-old Anna said he would not give up the movement. He would fight for the cause of farmers throughout his life. He appealed to the people to leave the venue this evening and launch ‘padyatra’ in their states and districts with an idea to launch “jail bharo andolan” (fill-jail movement) after four months.
He said, “No more hunger strikes for me. I will fight by living.”

Supreme Courtrefuses stay on UPSC exam

New Delhi, August 23
The Supreme Court today refused to postpone the Union Public Service Commission (UPSC) Civil Services Preliminary Examination scheduled for August 24, saying the objections raised by students on comprehension part have been addressed.

In a special hearing, a Bench of Justices JS Khehar and Arun Mishra, dismissed a plea seeking a stay on the examination saying it couldn’t be given at the last hour when nine lakh students were ready to appear. The Bench did not agree with the petitioner’s contention that the examination procedure favoured students of science background. “You have raised only one point i.e. on comprehension, and it has been removed. Defect has been remedied,” the Bench said.

“We find no merit in this petition,” it said.

Indian Tourism Ministry launches a mobile app to help users explore 16 Indian cities


New Delhi The Ministry of Tourism has launched a mobile application to enable its users to independently travel and experience 16 cities in the country.

The self-guided tour application 'Incredible India Walking Tours' was launched by the Ministry in collaboration with Genesys International Corporation and will cover 16 Indian cities including Agra, Amritsar, Ahmedabad, Bangalore, Bhopal, Chandigarh, Chennai, Delhi, Coastal Goa, Hyderabad, Jaipur, Kolkata, Mumbai, Patna, Pune and Surat.

The facility will be extended to 36 cities by December, 2015.

The app enables users to sightsee free of cost at their own pace and convenience, with the help of walking tours curated by travel experts.

"We are extremely excited about this because it is the first time an app can enable users to discover India on their own. It's free, easy to use and, most importantly, comes with 360 degree street views and information put together by a panel of experts. It's like having a local take you by the hand and show you his city, at your convenience," Tourism Minister Sripad Naik said.

The application, however, is only available on Blackberry mobile handsets. It runs on all BlackBerry 10 handsets including the Z3, Z10, Z30, Q5 and Q10 phones.

An Android version of the free application is also in the works and is expected to be announced in coming weeks, said a senior Tourism Ministry official.

India’s 29th state Telangana is born, KCR to be sworn in as first CM

HYDERABAD: Today is a new dawn in the history of the Indian Union. For the first time — outside the Hindi- and Bengali-speaking areas — two states speaking the same language have been created. Both Telangana and Andhra Pradesh, the two successor states to Andhra Pradesh, that come into existence on Monday, swear by Telugu.

This knocks down the basis on which the internal map of the Indian Union was redrawn in the first decade after Independence. With the linguistic basis of states — language being assumed as the indicator of a homogeneous culture — being challenged, there is scope for another exercise to redraw the internal map of India. Whether this will happen or not is a moot point but the question is why did this "Telugu state" break down. And what are the lessons for the future?

Although there was a demand for a composite Telugu state from before Independence, the Nehru-led government created Andhra Pradesh due to Congress's political interests. History has thus come full circle. In Andhra state (which was carved out of the Telugu speaking areas of then Madras state in 1953), the Congress was facing a tough electoral contest from the Communists.

So it was decided to merge Andhra with the Telugu speaking areas of the dominion of the deposed Nizam of Hyderabad. This would create a larger entity where the communists could be defeated.

The exercise created a monopoly In the 1977 post-Emergency elections, the Congress was soundly thrashed nationally but won 41 of the 42 seats in AP! The following year, Indira Gandhi romped home to the Lok Sabha from Medak.

The second unstated reason was that the Nehru government, chastened by the experience of the integration of Kashmir, did not want to leave the territories of the Nizam as they were. Therefore, while the Telugu-speaking areas went to Andhra Pradesh, the Marathi and Kannada speaking areas went to Bombay and Mysore provinces.



But the Congress chief ministers did little to promote rural empowerment or land reforms. The only chief minister who tried — Narasimha Rao — faced opposition from vested interests and was axed. Growing rural angst led to Maoism striking deep roots.

The Congress was replaced in 1983 by the Telugu Desam Party, whose founder NT Rama Rao gave a clarion call to "Telugu pride" His son-in-law Chandrababu Naidu became the first chief minister anywhere in India to latch on to economic reforms. Soon capital Hyderabad became swanky with Microsoft and others setting shop. But the countryside was neglected and farmers' suicides increased. In Telangana region, which had been bearing the burden of the Nizam's feudal rule earlier, the situation was worse.

Soon a separate state movement caught on: the people of Telangana believed that they would be better off as a separate state. Naidu lost power and was replaced by Congressman YS Rajasekhara Reddy in 2004 who started a regime of "free-ships" (free power, fee reimbursements to students, free houses, free medical treatment et al).

These moves taxed the exchequer but translated into heavy electoral gains for Congress, enabling it to form a government in New Delhi in 2009. After the sudden death of YSR, the Congress was in a tizzy even as the separate state movement gathered steam.

Then on the eve of the 2014, to beat the nationwide anti-incumbency and cash in on perceived political gain, Congress bosses passed a bill to divide the state. Unfortunately for the Congress, the move failed to reap it political dividends and it was soundly rejected in both regions.

As K Chandrasekhar Rao of Telangana Rashtra Samiti and N Chandrababu Naidu of the TDP take the reins of office today, they would do well to remember that instead of indulging in gimmckry, the best way to ensure they have a bright future is to provide it to the people of their states — both in rural and urban areas.

Having propelled the BJP to victory with absolute majority in three decades, the 63-year-old Modi took oath in Hindi shortly after 6.00 pm. Earlier, on his arrival, slogans of Bharat Mata-ki-Jai' and `Vande Matram' reverberated in the air.
Promising to usher in a transparent era of governance matched with delivery, the Modi government was fastest-off-the-block with the official website launched almost simultaneously as Modi signed the register.

Jaswinder Sidhu's Murder Case: Mother, uncle of alleged honour killing odered to be extradited to India over her slaying

Vancouver - The mother and uncle of Jaswinder Kaur Sidhu have been ordered extradited to India to face charges of murder and conspiracy to commit murder, 14 years after she was found dead.
Sidhu, also known as Jassi, 25, was found strangled and beaten to death in Punjab in 2000. Her mother, Malkit Sidhu, and uncle, Surjit Badesha, both of Maple Ridge, B.C., were arrested in 2012.
In court Friday, Justice Gregory Fitch ordered the siblings be extradited to India, to face accusations they killed Sidhu after she married Mithu Sidhu, a rickshaw driver she met in India a few years earlier, of whom her family did not approve.
The final decision on the extraditions will be made by Canada's justice minister, and that decision could be appealed.
Jaswinder Sidhu, 25, of Maple Ridge, B.C. worked at a Coquitlam beauty salon​. Last year, co-worker Jody Wright testified at the extradition hearing for Malkit Sidhu and Badesha that Sidhu had told her the marriage had remained a secret for about a year because she had married for love, while her family wanted her to have an arranged marriage.
Justice Gregory Fitch heard that when the clandestine union accidentally came to light, what happened next was an "interrogation," during which Sidhu's own life and that of her husband were threatened.
Wright testified her friend told her she admitted to her family that she was married and was forced to sign a document seeking an annulment.

"She was fearful of her life. She told me she didn't know what they were capable of," Wright said.
Even prior to Sidhu's admission of her marriage, Wright testified that her relatives would often come to the salon to keep an eye on her. After the admission, Wright told the court, their presence increased.
Sidhu arranged a code with Wright that would initiate a call to police. Wright said she made that call twice.
"The code word was, 'I'm sick or I have the flu.' That was my trigger to call the cops because she was locked in her bedroom," she told the court.
Finally, weeks before her death, Wright testified that Sidhu ran away from home, fleeing to the home of another co-worker, Tamara Lamirande, with the help of a Maple Ridge police officer.
Sidhu had heard from her husband who was still in India and the news was not good, Lamirande testified.
"She had been receiving phone calls from India from Mithu and his friends that he was being threatened, that his family was being threatened, his mother, and he was scared and that he was beaten up," she told Fitch.
"Jassi knew that the uncle had arranged people to go after Mithu and his family to scare him off, so that this marriage would break up."

After about a week at Lamirande's home, Sidhu flew to India to reunite with her husband, and bring him back to start a new life in Canada. She never returned.
Sidhu and her husband were attacked as they rode a scooter in a village near Sangrur, Punjab, in June 2000. According to reports in India, her husband was severely beaten and left for dead.
Sidhu was kidnapped and later strangled to death, her body left in a canal.
The case received extensive media coverage, which included a book and more than one television documentary.
Seven people have been convicted of conspiracy to commit murder in her death, but several of those convictions were overturned on appeal.
The family has denied any involvement.

Bodo militants kill 23 in Assam; Army out; curfew in 4 districts


Guwahati, May 2 - At least 23 persons, including children and women, were killed and 14 seriously injured by heavily armed militants of the NDFB(S) — National Democratic Front of Bodoland (Songbijit) — in communally sensitive districts of Kokrajhar and Baksa of Assam in the past 24 hours.
Shoot-on-sight was ordered and an indefinite curfew imposed tonight in both districts falling under the Bodoland Territorial Administration Districts (BTAD) area. An indefinite curfew was also enforced in Chirang district, which comes under BTAD jurisdiction, and parts of Dhubri district as a precautionary measure, sources said.
Curfew went into force from 6pm today to 4am tomorrow in Baksa district's Salbari subdivision and pockets of Mushalpur and Tamulpur subdivisions.
A group of 40 NDFB(S) militants, armed with AK-47 rifles, swooped down on Balapara-I village in Kokrajhar district early today and fired indiscriminately killing seven persons. The Army help has been sought and troops were staging flag marches to instil confidence among the locals in the violence-affected places, the Chief Minister's office said in a statement.

Today's attack followed the one by the militants on Thursday when three members of a family, including two women, were shot dead and an infant seriously injured in Baksa district.

India LS Elections: Polling for 121 LS seats in 12 states today

New Delhi, April 16 - Polling for the fifth and the biggest of the nine phases of the 2014 General Election will take place tomorrow covering 121 seats across 12 states. At least 16.61 crore voters are eligible to choose their representatives from the 1,769 candidates in the fray.
Prominent candidates include: Ghulam Nabi Azad (Udhampur), Maneka Gandhi (Pilibhit), Shatrughan Sinha (Patna Sahib), Jaswant Singh (Barmer), M Veerappa Moily (Chikkaballapur), Ananth Kumar and Nandan Nilekani (Bangalore South), Misha Bharti (Patliputra), Sachin Pilot (Ajmer), Sushilkumar Shinde (Solapur), Buta Singh (Jalore), Ashok Chavan (Nanded), Gopinath Munde (Beed), Supriya Sule (Baramati), V Balakrishnan (Banglaore Central), BS Yeddyurappa (Shimoga), and SS Ahluwalia and Bhaichung Bhutia (Darjeeling).
Of the 121 seats up for grabs, the Congress currently holds 36, while its challenger BJP has 40 seats.
Polling will take place in Karnataka (28 seats), Rajasthan (20), Maharashtra (19), Uttar Pradesh (11), Odisha (11), Madhya Pradesh (10), Bihar (7), Jharkhand (6), West Bengal (4), Chhattisgarh (3), Jammu and Kashmir (1) and Manipur (1).
Simultaneous polling will be held for 77 of the 147 Assembly seats in Odisha and two Assembly constituencies in West Bengal. The earlier polling in Odisha took place on April 10.
Polling has so far been held in 111 constituencies in four phases. In the last substantial round, 91 seats went to the polls on April 10.

Manpreet tops in rally code violations

At eight code violations, PPP-Congress candidate for Bathinda Manpreet Badal tops the tally among various candidates in Punjab for allegedly holding rallies in an illegal manner. 
The Punjab Chief Electoral Officer (CEO) has compiled a report of 32 such code violations. Contesting on the Congress symbol, Manpreet Badal along with his son Arjun Badal have been charged for holding rallies without permission, among other places, at Balluana (March 20), Bir Rehman (March 24), Teona (March 25) and Jai Singhwala (April 8).
The father-son duo has also been charged with misuse of vehicles and speakers and also holding a rally before the scheduled time at Khhatra Rice Mill.
Supreet Singh Gulati, Additional CEO, said, “These reports have been forwarded to the Election Commission. We will wait for its orders for further action.”

Horrifying tales of Punjabi youths stuck in Texas jail

The well-oiled human trafficking network and business, involving the ferrying of hundreds or thousands of Punjabis to North America, is alive and kicking. Unscrupulous travel agents operating from the USA and New Delhi are minting money from these shady deals.
As many as 64 Punjabi youths, who travelled across more than half the world in search of greener pastures, have been detained in El-Paso processing centre (jail) in Texas, USA.
Forty-two of them are on hunger strike against their prolonged detention and the jail authorities’ “inhuman” action of withdrawing communication and other facilities to them. The startling revelations made by some detainees there and their families in the Doaba region of Punjab has indicated that human smuggling to the USA by travel agents from India is going on unabated.
Speaking to The Tribune from Vancouver, Canada, Jarnail Singh, father of one of the detainees -- Amritpal Singh Aulakh of Kanpur village, said that he has already paid Rs 22 lakh to an agent in instalments. “Amritpal did not get a direct flight to Mexico. He had to pass through Dubai, Ecuador and Guatemala. From Mexico, he crossed over to Texas, USA, on foot,” said Jarnail.
He said that all the detainees have been observing a hunger strike for the past six days to protest against their 10-month-long detention. “I have hired a legal representative in the US for his release and $9000 have already been paid. He has already lost his first appeal,” Jarnail said. Satnam Singh Chahal, executive director of the North American Punjabi Association (NAPA), managed -- after many determined attempts -- to have a conversation with the detainees.
He said that the youngsters -- in the age group of 22 to 27 years -- were determined to continue with their hunger strike till their release.
“There is zero evidence that any of the detainees has a criminal background,” said Chahal speaking to The Tribune from California.
The families back home are so scared that they are not ready to identify the agents involved in trafficking of youths. Ranvijay Singh, father of Harpreet Singh, said that he has already paid Rs 20 lakh to the agent. He said that he had got a call from his son around 20 days ago.
On the reasons behind his son’s illegal migration to the USA, he alleged that the Punjab police were trying to implicate his son in some false cases on the basis of his alleged links with some terrorist organisation.
“I have already suffered as a result of such accusations in the period of militancy. So, I decided to send him abroad.”
Reaching Mexico -- from where the youths would cross over to the US -- is no less than a tough task. The young men had to walk miles through the jungles and difficult terrain in Guatemala. “Some of them told me that they had reached Mexico via Moscow, Suriname in South America and Nicaragua in Central America. They were huddled into a truck that ferried them to Honduras and Guatemala. In Mexico, they were forced to live in a small dingy room for over two months in an undisclosed small township,” said Satnam Singh Chahal.
Sources in the booming “trade” revealed that there were two major routes -- from New Delhi to Moscow and from New Delhi to Istanbul -- by air. Once the youths landed in Moscow or Istanbul, agents ferried them to Mexico via various countries of Europe or South Africa.
At times, youths (mostly from India and Pakistan) were concealed in containers -- having little air or almost no food and water for days -- for the purpose of shipping them to North America.

Facebook user base crosses 100m in India


New Delhi, April 8 - Social media giant Facebook has crossed 100 million active users in India, its largest base outside the US. "Today, we have more than 100 million people who access Facebook actively in India each month," Facebook India Head of Growth & Mobile Partnerships Kevin D'Souza said. Facebook's mission is to give people the power to share and to make the world more open and connected, he said. On the outlook, D'Souza said: "We recently announced Internet.org, a global partnership with the goal of connecting the next 5 billion people around the world, to make the same access and opportunity available to everyone."

Wal-Mart to expand business in India

New Delhi, April 8 - The world’s biggest retailer, Wal-Mart, today announced that it will expand its business of wholesale or cash and carry stores in India but there was no mention of an entry into the multi-brand retail segment. The Wal-Mart announcement comes just a day after the BJP released its manifesto opposing FDI into multi-brand retail.
After facing corruption allegations in India, Wal-Mart also said it would strengthen its systems. It will also launch an online platform to sell to traders.
Wal-Mart is now going solo in India after its joint venture with Bharti Enterprises broke six months ago.
Wal-Mart India will continue to invest and expand this established business of cash and carry. As part of the growth plans, it plans to open 50 cash-and-carry outlets in the next four to five years even as it continues to invest in its supply chain infrastructure and supplier development.
Wal-Mart India is also extending the B2B e-commerce platform to its Best Price Modern Wholesale store members, providing them with a convenient online shopping opportunity. As an exclusive virtual store for its members, the e-commerce platform will provide a similar assortment of products, as well as special items.

We will continue to focus on the Cash and Carry format as we are very happy with the way it has shaped up in the past few years. Wal-Mart, which had investigated violations of the US Foreign Corrupt Practices Act in its Indian arm, is ensuring they are not repeated.
Price emphasised that Wal-Mart was committed to follow compliance norms. “Along with our growth, we are taking a number of important steps to strengthen compliance so that we do the right thing everyday. We are evaluating and reinforcing procedures and programs relating to all compliance areas, including licensing and permits, food safety, and responsible sourcing among others”, he said.

Pune-based global hacker Amit Tiwari arrested

Pune, - Amit Vikram Tiwari, an engineering dropout and global hacker, is in the CBI net. 
He is part of a global network of hackers and was arrested on Friday from Pune following a tip-off from the FBI. Tiwari was flown to New Delhi in the evening.

This is for the first time that a global network of cyber hackers has been traced to India. Investigating agencies of China, Romania and the United States collaborated with the CBI to pounce upon the 32-year-old professional hacker who, a source said, had compromised more than 1,000 internet accounts around the world.

The CBI claims that Tiwari’s hacking syndicate has been active in India since 2011, and that he has confessed to hacking 950 foreign email accounts besides 171 in India. Son of an Indian Army colonel, Tiwari was arrested from his house in Pune and taken to New Delhi on a transit-remand for further questioning.

The CBI tracked down Tiwari after the FBI passed on information on the global network of cyber hackers. Simultaneous raids were conducted in Mumbai and Ghaziabad.

This is not the first time Tiwari has been arrested. In 2003, he was arrested by the Mumbai police for defrauding a Mumbai-based credit card processing company of nearly Rs9 lakh when he was only 21 and pursuing a degree in engineering in Pune. At that time, he was operating a website designing services start-up www.mafiaz.com. During investigation, police found several fictitious names of clients and bank account numbers in his computer.

“Though he has claimed to have hacked into the email accounts of over 900 people globally, the kind of clientele whom he was serving is still to be established. From identify theft to corporate rivalry, he was serving all types of clients,” a CBI officer said. But he hacked only email accounts and not bank accounts. 

CBI claimed that he was operating through two websites — www.hirehacker.net and www.anonymity.com — and was charging between $250-500 for his service. He was paid via Western Union money transfer and Paypal. He used to send the money to his father and girlfriend.

“As part of an international law enforcement operation, the CBI has registered two cases against suspected operators of hacking websites. Similar operations are being conducted in Romania, China and the US. It is suspected that the number of email accounts hacked may be much larger once the data is collected and the accused are interrogated,” a CBI officer said.

Tiwari’s clientele included jilted lovers and corporate entities. After registering the cases, the CBI carried out searches in two locations in Mumbai and one each in Pune and Ghaziabad for violations of various sections of the IT Act and section 379 of the IPC.

Another CBI officer said: “Tiwari lives with his girlfriend, who is an aspirant model in the city. He leads a luxurious lifestyle and often change his homes. He is an expert in hacking bank details and skimming.”

Who is Amit Tiwari?
An engineering dropout from Pune and a global hacker, he is the son of an Indian Army colonel. The Mumbai police arrested him in 2003 for defrauding a Mumbai-based credit card processing company of nearly Rs9 lakh. 

What is hacking?
Hacking is explained in section 43 of the Information Technology Act, 2000. It includes unauthorised access, download, introducing virus, disrupting or damaging computers of others.

Hacking is punishable under section 66 read with section 43 of the Information Technology Act, 2000.

Punishment/Fine 
The person can be punished with up to three years imprisonment or fine up to Rs5 lakh or both.

Who is his clientele?
From jilted lovers to corporate entities, he catered to everyone willing to pay his fees ($250-500). He operated through two websites — www.hirehacker.net and www.anonymity.com. He is accused of hacking into the email accounts of more than 900 people globally. He used to be paid via Western Union money transfer and Paypal.

His modus operandi
Customers who wanted unauthorised access to email accounts used to submit particulars of those accounts on the websites run by Tiwari. Upon receipt of the order as well as the email addresses, the website operators used to gain access to such email accounts and send a proof of such access to the customers. On receiving payment from customers, these website operators shared the password with them, according to the CBI.

Shashi Tharoor’s wife Sunanda Pushkar found dead in Delhi hotel

Sunanda Pushkar, Union Minister Shashi Tharoor's wife, who was upset over an alleged extramarital affair between her husband and a Pakistani journalist, was found dead in a five-star hotel room on Friday.
Pushkar (52) was last seen at 3.30 pm at Hotel Leela Palace in Chanakyapuri. Police sources said she was found dead in her suite No. 345 around 8.30 pm.
Tharoor's personal secretary Abhinav Kumar told the media that the body was first spotted by the minister. Tharoor, who was away for the AICC session, returned around 8:30 pm and found the door of her room locked from inside. The door was later opened and her body was found on the bed, sources said.
Tharoor called up Kumar who informed the police which reached the hotel at 9.15 pm. "She was in her night clothes and had a blanket on her. There were no injury marks on the body," Kumar said. The hotel doctors were present in the room, he said. Kumar said there was no sign of foul play, but whether it was a natural death or not couldn't be said now. "We don't know the cause of death," he said.
Police sources said they suspected it to be a case of suicide. Delhi Police spokesperson Rajan Bhagat said inquest proceedings were on by the area sub-divisional magistrate. Any death within seven years of marriage is legally required to be investigated by the SDM.
The police questioned the hotel staff and checked the CCTV footage of the lobby of the third floor where Pushkar was staying. Police sources said Pushkar’s call detailwere also being checked. A team of forensic experts reached the hotel around 10:30 pm. The police also searched the suite thoroughly to see whether Pushkar had used any medicine. Kumar told mediapersons at the hotel that Tharoor and Pushkar were staying in the suite since Thursday as “some painting work” was on at their home.
The minister was away throughout the day in the AICC, he said. Kumar said Pushkar was unwell yesterday. Pushkar and Tharoor were at the centre of a controversy over the past two days when reports emerged that she was upset over reported text and tweets between her husband and Pakistani journalist Mehr Tarar.
The couple reportedly fought over the alleged affair which came to light when Tharoor claimed his twitter handle was hacked. He made the declaration after purported controversial tweets were posted from his accounts and were believed to be addressed to the Pakistan-based journalist.

Pushkar had told some newspapers that she was considering divorce from Tharoor. Mehr denied Pushkar's allegations. Meanwhile, PM Manmohan Singh on Friday night spoke to Union Minister Shashi Tharoor and mourned his wife’s death.

Lieutenant Governor Najeeb Jung recommends President's rule in Delhi

Delhi's Lieutenant Governor Najeeb Jung has recommended keeping the newly elected Assembly in suspended animation, sources said on Monday.

According to sources, the LG has submitted a report to the Ministry of Home Affairs over the deadlock in the national capital in the wake of recently held election. He has recommended bringing Delhi under the central rule, sources said.

The development comes in the wake of a hung verdict following which the BJP, which emerged as the single largest party, refused the LG's invitation to form the government saying it did not have enough support to prove the majority in the 70-member House.

The next biggest party, Aam Aadmi Party (AAP), has also expressed its unwillingness to form the government despite a letter from the Congress to the LG, committing its outside support. Even the BJP had offered its support to AAP to form the government.

The LG had on Saturday sent a detailed report to President Pranab Mukherjee about the political situation in Delhi and mentioned that government-formation was not possible. The tenure of the current Assembly ends on December 18 and President's rule has to be imposed after that if a government is not put in place by then, officials said.

The AAP on Saturday had put the onus on the Congress and the BJP for taking its support to form a government by putting forth 18 conditions and wanting to know their views on them, a move seen as an attempt to rebut criticism that it was shying away from taking responsibility.

BJP, along with its ally Akali Dal's one seat, has 32 MLAs in the House while AAP has 28 seats, followed by Congress's eight. JD-U won one seat, while there is one Independent MLA.

Senior Indian diplomat Devyani Khobragade, 39, was arrested in New York City today on charges of Visa fraud and making false statements on wages of her Indian maid.

U.S. Attorney for the Southern District of New York Preet Bharara, an Indian-American, announced Devyani’s arrest a short while ago.
Khobragade has been charged with one count of visa fraud and one count of making false statements, which carry maximum sentences of ten years and five years in prison, respectively.
The charges against Devyani are related to making false statements in hiring an employee from India as babysitter and housekeeper on an A-3 Visa.
Khobragade is expected to appear this afternoon before U.S. Magistrate Judge Debra Freeman.

No Diplomatic Immunity

U.S. court documents reveal that Devyani may not be able to claim diplomatic immunity to get out of the current mess.
According to court filings, Devyani enjoys limited diplomatic immunity only with respect to those acts undertaken in her official capacity.
If Devyani is found guilty, she will be thrown into the general population in prison.
Devyani Khobragade is presumed innocent unless and until proven guilty.

According to a court filing by Mark Smith, Special Agent of the U.S. State Department’s Bureau of Diplomatic Security, Devyani filed false documents with the U.S. Consulate in Mumbai on the wages to be paid to her babysitter/housekeeper employee.
Smith alleged that Devyani signed two employment contracts with the unnamed employee:
1. A contract filed with the U.S. Consulate in Mumbai stating that the employee would be paid $4,500.00 every month
2. A second contract with the employee that she would actually be paid Rs 30,000 a month ($573.07 as per September, 2012 exchange rates).
U.S. Special Agent Smith alleges in the complaint that Devyani did not pay the employee even Rs 30,000.00 per month.

A medical doctor by training, Devyani was previously a Director in the Government of India’s Ministry of External Affairs.

December 16 gang rape victim: A year on, forgotten victims still waiting for justice

NEW DELHI: Nirbhaya's brutal gang rape on this date exactly a year ago led to an upsurge that jolted the country. But there were others too, who suffered abuse on that fateful night. Their cases never attracted attention and their prospects of getting justice appear extremely bleak.

Though the governments, both at the Centre and the city, claimed they have initiated a number of measures to end the culture of crime against women, activists feel not much success has been achieved to make women feel safe in Delhi.
Our tears haven't dried, Nirbhaya's father says
"Our tears have not dried. With each passing day her memories get more intense. Someone is always crying at home"- these words of the father of December 16 gang rape victim describe the pain and struggle of her family to overcome the tragedy that shook India a year ago.

Since the fateful incident, the family of the girl remains in grip of shock, grief and anger though four of the rapists were sentenced to death by a court after a nine-month trial.

"We will never recover ever and she is very much alive within us," the 48-year-old father told PTI with tears welling up in his eyes.

He said that every time his wife cooks something, she remembers her daughter.

"Every time we sit to eat our meals, my wife says...'this is her favorite food and we are eating it without her'. She loved good food. My wife remembers the last time when our daughter left home saying that she will be back home in three- four hours...but our wait never ended as the hours turned into months and then into years," he said with a choked voice.

Fighting back tears, he said that their real battle has begun now as they have filed a petition in the Supreme Court against the juvenile accused who was "let off".

"We have not yet got justice. We want all the culprits including the one, who was a juvenile at the time of the incident, to be hanged and only perhaps then our minds will get some rest and we will be able to sleep in peace," he said with his wife nodding in agreement.

Her parents had moved the Supreme Court on November 30 seeking directions to put one of the accused who was then a minor on trial by a criminal court by quashing a law which bans such prosecution of juveniles.

When asked if the women in the country feel safe since the incident which triggered mass protests forcing the government to amend anti-rape laws and review measures to ensure security for them, the father said "as long as the mindset of the society will not change, women can never be safe out on the roads."


Delhi HC verdict on death for Dec 16 rapists likely in Jan

Sharing the same views, Suman Rajput said, "What kind of example has been set that the convicts will be sentenced but never hanged. And even if they are punished, it will happen years later. Isn't it the same as what has been happening in past. Then how can we say that 'something' has changed?"

The Centre had brought a legislation in April that provided for life term and even death sentence for rape convicts besides stringent punishment for offences like acid attacks, stalking and voyeurism.

The Criminal Law (Amendment) Bill-2013 was brought against the backdrop of the country-wide outrage over Delhi gangrape, and it was named the Criminal Law (Amendment) Act, 2013.

The law, passed by Lok Sabha on March 19 and by Rajya Sabha on March 21, has replaced an Ordinance promulgated on February 3.

It amended various sections of the Indian Penal Code, the Code of Criminal Procedure, the Indian Evidence Act and the Protection of Children from Sexual Offences Act.

With an aim of providing a strong deterrent against crimes like rapes, the new law stated that an offender can be sentenced to rigorous imprisonment for a term which shall not be less than 20 years, but which may extend to life, meaning imprisonment for the remainder of the convict's natural life and with a fine.

It has provisions for handing out death sentence to offenders who may have been convicted earlier for such crimes.

The law, for the first time, defines stalking and voyeurism as non-bailable offences if repeated for a second time. Perpetrators of acid attack will attract a 10-year jail.

In September, death sentence was awarded to the four convicts in the case by a court which said the "beastly" and "hair-raising" manner in which the crime was committed against the girl falls in the rarest of rare category.

Jyoti Bhardwaj, a law-student said, "The fast track court took more than 8 months to come up with justice in a single case of the gangrape victim while there are innumerable other cases that remain practically unattended."

"We must remember that the girl was not killed by a group of horrifically misguided individuals, but it was a result of an existing culture of having scant respect for girls and women," says Vijaylakshi, a Delhi University faculty and convener of Women's cell.

Dr Ranjana Kumari, Director, Centre for Social Research, believes that the Congress government had to bear the brunt of the unfortunate incidents of rape in the last few years in the recent assembly election.

"The voters had all the reasons to feel cheated by the government. The results are available for everyone to see, " she says.

According to another women activist, Kavita Krishnan, "Giving death penalties would not satisfy those lakhs of women who have to deal with issues of their security and violence against them in their day to day life and find no answers to what the government is doing about them."

However, a section of women activists also believe that ice has definitely being broken and there are high hopes of improvement of situation in the coming years.

"It has given strength to women at least. They are no longer afraid of coming out and accepting what they are suffering from. This is the situation unlike the past years," says Kamla Bhasin, founder member of Jagori, an NGO for women.

Delhi girl raped by facebook friend

BHOPAL: A 19-year-old dalit girl was raped by her facebook friend for around a month when she came to Bhopal trusting him that he would get her a job. A case in this regard was registered at the Ashoka Garden police station.

Police officers said the girl who studies in class XII in New Delhi had come in contact with accused Sandeep, 26, two months back through a common friend in Vidisha. Sandeep, who hails from Sagar worked with an NGO in Bhopal and lived at a rented accommodation in Pantnagar, Ashoka Garden area in the city.

The duo became friends over the social networking site and exchanged their mobile numbers. Police said girl asked the man to assist her in getting a job. Promising that he would be able to get her a job, the accused persuaded her to visit Bhopal.

On October 10 the girl boarded a train for Bhopal and the accused went to Bina to receive her instead of waiting for the train to reach Bhopal. Police said the accused took her to his rented accommodation in Pantnagar and other places, including Mandi Bamora and Kolar. He kept outraging her modesty and threatened her of dire consequences if she revealed about it to anyone.

Police said the girl who hailed from Shivpuri district of Madhya Pradesh was rescued after she managed to inform her brother, who contacted the police. Police rescued from a locality in Kolar area. The rape survivor, in a state of shock due to her month-long ordeal, did not gave up to threats of accused and approached the police and got register a case of rape against him.

The accused has been taken into custody on girl's complaint, the police added.

AAP seeks 10 days from Lt Governor, sets terms for Cong, BJP


NEW DELHI, (TNP) - The Aam Aadmi Party (AAP) on Saturday sought 10 days time from Lt. Governor Najeeb Jung to take a decision regarding government formation in Delhi.

AAP chief along with party members Manish Sisodia and Kumar Vishwas met Najeeb Jung on Saturday.

“We have asked for 10 days time to take decision on the matter,” AAP chief Arvind Kejriwal told media persons outside the Lt Governor’s residence. “We have written a letter to Sonia Gandhi. We have also written a letter to Rajnath Singh,” said Kejriwal.

“We did not ask for your support. What is their intention? What is in their mind?” he said while referring to the BJP and Congress.

Kejriwal said that the Congress as well as the BJP should make their “stand clear” on 18 issues that they have raised. Earlier, Kejriwal had given to Jung the copies of the letters he had written to Congress president Sonia Gandhi and BJP president Rajnath Singh seeking their views on a list of 18 issues that included ending VIP culture in the Capital, audit of electricity companies and removal of the MLA local funds scheme.

Jung invited AAP after the BJP declined the offer to form the government in the state as they didn’t have a majority. The BJP secured 31 seats and fell short of a clear majority in the 70-member House.

AAP won 28 seats in the Delhi Assembly elections. The Congress, which bagged eight seats, said they are ready to give unconditional outside support to the AAP.
