21 MLAs as Chief Parliamentary Secretaries (CPSs) took oath at Chappar Chiri

Chief Minister Parkash Singh Badal administered the oath of office to 21 MLAs as Chief Parliamentary Secretaries (CPSs) at a simple ceremony at Chappar Chiri in Mohali today. From among the 13 Akali ministers (including the CM and Deputy CM), five were absent. All four BJP ministers attended the function.
The crowds were thin and the function lacklustre. Chief Secretary Rakesh Singh conducted the proceedings.
The entire ceremony was over in 17 minutes with the Chief Minister administering oath to the 21 MLAs in four batches.
The first batch of five comprised Balbir Singh Ghunnas, Nand Lal, SS Thandal, Desraj Dhugga and Harmeet Singh Sandhu and the second Mohinder Kaur Josh, Mantar Singh Brar, Amarpal Boney, Avinash Chander and Amarjit Singh Shahi.
The third batch consisted of KD Bhandari, Gurbachan Singh Babehali, Inderbir Singh Bolaria, Virsa Singh Valtoha and NK Sharma. Six MLAs, Nisara Khatoon, Navjot Kaur Sidhu, Pawan Kumar Teenu, Som Parkash, Parkash Chand Garg, Sarup Singla, were in the last batch.
The ministers present at the ceremony were Sukhbir Singh Badal, Bhagat Chunni Lal, Adesh Partap Singh Kairon, Madan Mohan Mittal, Parminder Singh Dhindsa, Tota Singh, Surjit Kumar Jyani, Bikram Singh Majithia, Sikandar Singh Maluka, Anil Joshi and Sharanjit Singh Dhillon.
Sukhbir seemed in a hurry and left soon after the swearing-in. Speaking to The Tribune, several newly appointed Chief Parliamentary Secretaries said they were disappointed at the poor turnout.
“Administrative secretaries and some ministers did not turn up though they were invited personally. What kind of working relationship can we expect with them,” they asked

On an average, the government spends about Rs 7 lakh per month on various expenses of a CPS. This totals to around Rs 1 crore annually. For all the CPSs, it would be Rs 21 crore annually and for the entire five-year government tenure Rs 105 crore. This is a fairly large sum, especially in view of the fact that the CPSs do not have much role in the government.
The CM, not wanting to get into a controversy, simply said: “Each CPS is an MLA and will help the government in promoting developmental works. The total amount spent on these secretaries is negligible when compared with the work the government will make them do”.
He said he viewed them as ministers under training “who will be knowledgeable about their departments by the time they become ministers. We don’t want unexperienced MLAs as ministers”.
Badal said the concept of appointing parliamentary secretaries had been borrowed from the British Parliament where the secretaries are attached to ministers with a view to train them. These secretaries would be useful in acting as a bridge between the people and the government, he added.

Chandigarh NRI rescued from kidnappers

For young NRI Navneet Singh, it was the longest night on Monday. A group of half-a-dozen kidnappers took the Canada-based NRI to a nondescript Kurukshetra village. The kidnappers then called up his brother in Canada and demanded a ransom of Rs 1 crore.
The Crime Branch of the UT police in a joint operation with its Kurukshetra counterpart rescued Navneet following an operation at Durala village. All the six accused from Haryana -- Pradeep Malik, Nitin, Sanjeev Kumar alias Soni, Anil Kumar, Sukhdev and Ajit Singh -- were arrested.
The high drama leading up to the kidnapping and subsequent police encounter resembled a Bollywood potboiler. Navneet had ostensibly finalised a property deal with one of the accused, Anil Kumar, in January this year. The resident of house number 1323 in Sector 18, Chandigarh, recently returned to India to finalise the deal.
UT SSP Naunihal Singh said two of the accused, Sukhdev and Sanjeev, were property dealers and contacted the NRI over the property deal. "It was Anil who masterminded the plot as he wanted to become rich overnight," said the SSP.
Navneet left home yesterday afternoon in his white Honda Accord for Kurukshetra, but didn't return till late at night. Past 3.30 am, Navneet called up his domestic help, Amit, asking him to hand over whatever cash was lying in the house to the two men waiting outside.
Soon after the two left, Navneet's brother Gurneet Singh in Canada received a ransom call. Gurneet then called up Amit in Chandigarh to inform the police.
The UT police formed a Special Investigating Team headed by DSP (Crime) Satbir Singh. The team soon traced the calls to a village in Kurukshetra. A team headed by Inspector Amanjot Singh noticed two cars including the Honda Accord of the victim parked outside a small storehouse in the farmhouse. The UT police then coordinated with the Kurukshetra police and additional force was called in.
One of the kidnappers, Nitin, drove outside the field to bring food from a dhaba when the hiding UT police team intercepted him. He told the police that there were three kidnappers inside and they had beaten up the NRI.
The police then marched ahead when one of the kidnappers, opened fire. "They fired three shots. We, too, fired in the air," said DSP (Crime) Satbir Singh. The police soon overpowered the kidnappers and rescued Navneet. A separate case of attempt to murder has been registered against all the accused in Kurukshetra while the kidnapping case has been registered in Sector 19 police station Chandigarh, said the DSP. The accused will be produced before the court tomorrow. The police have recovered the entire amount from the accused.

Bobby Jindal, Haley possible Romney running mate

Indian-Americans, Bobby Jindal and Nikky Haley, are emerging as possible vice-presidential running mate of Mitt Romney, who is expected to bag the Republican Party’s nomination for presidential polls.
However both Jindal, the Governor of Louisiana, and Haley, the Governor of South Carolina, have repeatedly denied that they are in the race for being considered as the vice- presidential running mate for Romney, who is now almost all set to bag the party’s ticket to challenge incumbent President Barack Obama in the November presidential elections.
In its list of 10 possible running mates of Romney, CBS News, a major American media outlet, named both Jindal and Haley. In an interview to the news channel, top Republican Senator, John McCain, said likely Republican presidential nominee Mitt Romney should consider Jindal.
“There are a number of candidates we have out there, Bobby Jindal. Obviously Marco Rubio is in the top tier, Chris Christie,” McCain said.
“Two-term governor of Louisiana is considered a rising star within the Republican Party. The son of Indian immigrants, Jindal campaigned during his first campaign to be governor on rooting out political corruption and turning around a state budget heading to financial crisis.
He reduced the deficit through spending cuts that includes reducing state employee pensions,” CBS News said.
The first Indian-American to serve as Governor, Jindal endorsed Rick Perry, the governor of neighboring state of Texas, early in the campaign and has remained neutral since Perry dropped out.
Currently the youngest governor in the country and the first Indian-American woman to run a state, Haley garnered national attention during her campaign and former Alaska Governor Sarah Palin endorsed her, it added.
Haley endorsed Mitt Romney before her state's primary in January but said she is not interested in serving as Romney's running mate, the news channel added.
"There are a number of candidates we have out there. Bobby Jindal. Mitch Daniels. We have a wealth of talent out there, and I'm sure that Mitt will make the right choice. Obviously, it's a touch decision," McCain said.
Four years ago, Jindal was considered as a running mate of McCain.

Bharti Airtel launches the country’s first 4G service in India

The country’s largest telecom operator Bharti Airtel launched India’s first 4G service in Kolkata today. Airtel’s 4G (TD-LTE) network was launched by Minister of Communications and Information Technology Kapil Sibal.
Airtel, which is a leading global telecom services provider with operations in 20 countries across Asia and Africa, has launched the service on a state-of-the-art network based on TD-LTE, making India one of the first countries in the world to commercially deploy the cutting-edge technology.
With this launch, India joins the most advanced telecom markets in the world and marks the beginning of a new chapter in the country’s telecom success story.
The launch will trigger a new phase of accelerated equitable and inclusive economic growth through proliferation of broadband services as envisioned in the draft National Telecom Policy. It provides for download speeds as high as 40 Mbps and the upload speed of 20 Mbps.
Incidentally, ZTE has built 4G network capable of offering speed of 100 Mbps. Today’s launch is the first in a series of launches planned across the country by Bharti Airtel. It has chalked out its 4G rollout strategy where it will launch 4G services in Bangalore in the next 30 days and has selected Huawei as the network supplier for the Karnataka circle.
In the next phase, the company will launch LTE services in Pune and Chandigarh. Airtel will focus on both individuals and enterprises.
The company has selected Nokia Siemens for Maharashtra, while it is yet to decide the network partner for Chandigarh.
Commenting on the launch, Sunil Bharti Mittal, chairman and managing director of the company said, “Today’s launch is a major milestone for India and Airtel. Over the past 15 years, Airtel has been at the forefront of India’s telecom revolution and has set the technology trends in India by aligning with the global standards.”
“We are delighted to now provide leadership in setting the technology standard for 4G services in India by introducing the cutting edge TD-LTE. We are confident that others will follow in this direction and participate in our pioneering effort of making TD-LTE the de facto 4G standard in India,” he added.
The service will allow superfast access to high definition (HD) video streaming, multiple chatting, instant uploading of photos and much more. Airtel claims that charges for Airtel 4G services are comparable with other leading operators offering broadband services in the country.
Bharti Airtel is one of the founding members of the Global TD-LTE Initiative (GTI) which was launched at the Mobile World Congress 2011. Other key founding members of the global initiative include China Mobile and Softbank Mobile.

ਅਪਰਾਧਿਕ ਮਾਮਲਿਆਂ ਵਾਲੇ ਲੋਕਾਂ ਨੂੰ ਬਰਤਾਨੀਆ 'ਚੋਂ ਕੱਢਣ ਲਈ ਕਾਨੂੰਨ 'ਚ ਸੋਧ ਹੋਵੇਗੀ-ਥਰੀਸਾ ਮੇਅ

ਲੰਡਨ,9 ਅਪ੍ਰੈਲ - ਬਰਤਾਨੀਆ ਦੀ ਗ੍ਰਹਿ ਮੰਤਰੀ ਥਰੀਸਾ ਮੇਅ ਵੱਲੋਂ ਮਨੁੱਖੀ ਅਧਿਕਾਰਾਂ ਦੇ ਕਾਨੂੰਨ ਦੀ ਦੁਰਵਰਤੋਂ ਕਰਨ ਵਾਲੇ ਵਿਦੇਸ਼ੀ ਅਪਰਾਧੀਆਂ ਨੂੰ ਦੇਸ਼ 'ਚੋਂ ਕੱਢਣ ਲਈ ਕਾਨੂੰਨ 'ਚ ਸੋਧ ਕਰਨ ਦੀ ਸਕੀਮ ਬਣਾਈ ਜਾ ਰਹੀ ਹੈ। ਇਸ ਬਾਰੇ ਗੱਲਬਾਤ ਕਰਦਿਆਂ ਥਰੀਸਾ ਮੇਅ ਨੇ ਮੀਡੀਆ ਨੂੰ ਦੱਸਿਆ ਕਿ ਸਖ਼ਤ ਇਮੀਗ੍ਰੇਸ਼ਨ ਕਾਨੂੰਨ ਇਨ੍ਹਾਂ ਗਰਮੀਆਂ 'ਚ ਆ ਜਾਵੇਗਾ। ਜਿਸ ਵਿੱਚ ਜੱਜਾਂ ਨੂੰ ਦਿਸ਼ਾ ਨਿਰਦੇਸ਼ ਜਾਰੀ ਹੋਣਗੇ। ਇਮੀਗ੍ਰੇਸ਼ਨ 'ਚ ਸਖਤੀ ਕਰਨ ਦੇ ਬਹੁਤ ਸਾਰੇ ਕਾਰਨ ਹਨ, ਸਿਰਫ ਸਰਕਾਰ ਲਈ ਹੀ ਇਹ ਚਿੰਤਾ ਦਾ ਵਿਸ਼ਾ ਨਹੀਂ ਹੈ, ਬਲਕਿ ਬਹੁਤ ਸਾਰੇ ਆਮ ਲੋਕਾਂ ਅੰਦਰ ਵੀ ਡਰ ਹੈ। ਇਨ੍ਹਾਂ ਗਰਮੀਆ 'ਚ ਅਸੀਂ ਨਵੇਂ ਨਿਯਮ ਲੈ ਕੇ ਆਵਾਂਗੇ ਜਿਨ੍ਹਾਂ ਨਾਲ ਉਮੀਦ ਹੈ ਕਿ ਕਾਨੂੰਨ ਦੀ ਗਲਤ ਵਰਤੋਂ ਹੋਣੀ ਖ਼ਤਮ ਹੋ ਜਾਵੇਗੀ। ਗ੍ਰਹਿ ਮੰਤਰੀ ਲੋਕਾਂ ਦੀਆਂ ਈ ਮੇਲ, ਟੈਕਸਟ, ਫੋਨ ਤੇ ਇੰਟਰਨੈੱਟ ਦੀ ਵਰਤੋਂ ਤੇ ਸਰਕਾਰ ਵੱਲੋਂ ਨਿਗ੍ਹਾ ਰੱਖਣ ਦੀ ਸਕੀਮ 'ਤੇ ਵੀ ਆਲੋਚਨਾ ਹੋ ਰਹੀ ਹੈ ਕਿ ਅਜਿਹਾ ਕਰਨ ਨਾਲ ਆਮ ਲੋਕਾਂ ਦੀ ਨਿੱਜੀ ਅਜ਼ਾਦੀ 'ਚ ਸਿੱਧਾ ਦਖ਼ਲ ਹੈ। ਇਮੀਗ੍ਰੇਸ਼ਨ ਮਸਲਿਆਂ ਦੇ ਮਾਹਿਰ ਵਕੀਲ ਹਰਜਾਪ ਸਿੰਘ ਭੰਗਲ ਨੇ ਇਸ ਸਬੰਧੀ ਸਕਾਈ ਟੀ ਵੀ 'ਤੇ ਵਿਸ਼ੇਸ਼ ਗੱਲਬਾਤ ਕਰਦਿਆਂ ਕਿਹਾ ਕਿ ਕਾਨੂੰਨ ਬਣਾਏ ਜ਼ਰੂਰ ਹਨ, ਪਰ ਇਨ੍ਹਾਂ ਨੂੰ ਸਖ਼ਤੀ ਨਾਲ ਲਾਗੂ ਨਹੀਂ ਕੀਤਾ ਗਿਆ।

ਕੈਲਗਰੀ, 10 ਅਪ੍ਰੈਲ - ਇੰਡੀਅਨ ਐਕਸ ਸਰਵਿਸਮੈਨ ਇੰਮੀਗ੍ਰਾਂਸ ਐਸੋਸੀਏਸ਼ਨ ਕੈਲਗਰੀ ਦੇ ਦਫਤਰ ਵਿਖੇ ਪਾਰਲੀਮਾਨੀ ਸਕੱਤਰ ਡਾ. ਕੈਲੀ ਲੀਚ ਮੰਤਰੀ ਹਿਊਮਨ ਰੀਸੋਰਸਿਸ ਤੇ ਸਕਿਲ ਡਿਪਲੋਮਿਟ ਤੇ ਲੇਬਰ ਨੇ ਕਿਹਾ ਕਿ ਭਾਰਤ ਤੋਂ ਕੈਨੇਡਾ 'ਚ ਪੈਨਸ਼ਨਾਂ ਦੀ ਅਦਾਇਗੀ ਬੈਂਕਾਂ ਰਾਹੀਂ ਨਾ ਹੋਣ ਦਾ ਮਾਮਲੇ 'ਤੇ ਵੀ ਵਿਚਾਰ ਕਰੇਗੀ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਪੈਨਸ਼ਨਰਾਂ ਨੂੰ ਕਿਵੇਂ ਰਾਹਤ ਮਿਲ ਸਕੇਗੀ ਇਸ ਬਾਰੇ ਵਿਚਾਰ ਵਟਾਂਦਰਾ ਵੀ ਜਲਦੀ ਕਰਨਗੇ। ਡਾ. ਲੀਚ ਨੇ ਕਿਹਾ ਕਿ ਪ੍ਰਵਾਸੀ ਸੀਨੀਅਰਾਂ ਨੂੰ 4 ਹਜ਼ਾਰ ਡਾਲਰ ਦੀ ਆਮਦਨ ਤੱਕ ਰਿਆਇਤ ਦੇਣ ਸਬੰਧੀ ਸਰਵਿਸ ਮਨਿਸਟਰ ਕੈਨੇਡਾ ਨਾਲ ਵਿਚਾਰ ਕਰਕੇ ਥੋੜੇ ਦਿਨਾਂ 'ਚ ਹੀ ਇਸ ਮੁੱਦੇ 'ਤੇ ਅਮਲ ਯਕੀਨੀ ਬਣਾਇਆ ਜਾਵੇਗਾ। ਇਸ ਸਮੇਂ ਐਡਵੋਕੇਟ ਦਵਿੰਦਰ ਸ਼ੋਰੀ ਸੰਸਦ ਮੈਂਬਰ ਨੇ ਕਿਹਾ ਕਿ ਪੈਨਸ਼ਨਾਂ ਤੇ ਟੈਕਸ ਦਾ ਮਾਮਲਾ ਆਉਣ ਵਾਲੇ ਸਮੇਂ 'ਚ ਭਾਰਤ ਤੇ ਕੈਨੇਡਾ ਸਰਕਾਰਾਂ ਦੀ ਗੱਲਬਾਤ ਵੇਲੇ ਸਮਝੌਤੇ ਸਮੇਂ ਹੱਲ ਕਰਨ ਦੀ ਸੰਭਾਵਨਾ ਪ੍ਰਗਟਾਈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਉਹ ਅੰਤਰਰਾਸ਼ਟਰੀ ਵਪਾਰ ਸਮਝੌਤਾ ਕਮੇਟੀ ਦਾ ਮੈਂਬਰ ਹੋਣ ਦੇ ਨਾਤੇ ਇਨ੍ਹਾਂ ਮਾਮਲਿਆ ਦੇ ਹੱਲ ਲਈ ਯਤਨ ਕਰਦਾ ਰਹਾਂਗਾ। ਅਖੀਰ 'ਚ ਉਨ੍ਹਾਂ ਬਜ਼ੁਰਗਾਂ ਦੀਆਂ ਸਮੱਸਿਆਵਾਂ ਦੇ ਹੱਲ ਲਈ ਪੁਰਜ਼ੋਰ ਸਿਫਾਰਸ਼ ਕੀਤੀ। ਇਸ ਸਮੇਂ ਸ. ਫੁੱਮਣ ਸਿੰਘ ਵੈਦ ਪ੍ਰਧਾਨ, ਸ. ਹਰਗੁਰਜੀਤ ਸਿੰਘ ਮਿਨਹਾਸ, ਡਾ. ਮਹਿੰਦਰ ਸਿੰਘ, ਬਿਕਰ ਸਿੰਘ ਸੰਧੂ, ਹਰਜੀਤ ਸਿੰਘ ਰਾਏ, ਪ੍ਰੋ. ਮਨਜੀਤ ਸਿੰਘ ਸਿੱਧੂ ਤੇ ਹੋਰਨਾਂ ਨੇ ਵਿਚਾਰ ਪੇਸ਼ ਕੀਤੇ। ਇਨ੍ਹਾਂ ਬੁਲਾਰਿਆਂ ਨੇ ਆਪਣੀਆਂ ਮੰਗਾਂ ਅਤੇ ਦੁੱਖ ਤਕਲੀਫਾਂ ਵੀ ਪਾਰਟੀਮਾਨੀ ਸਕੱਤਕ ਡਾ. ਕੈਲੀ ਲਾਚ ਤੇ ਐਡਵੋਕੇਟ ਦਵਿੰਦਰ ਸ਼ੋਰੀ ਸੰਸਦ ਮੈਂਬਰ ਦੇ ਧਿਆਨ 'ਚ ਲਿਆਂਦੀਆਂ। ਜਿਨ੍ਹਾਂ ਦਾ ਹੱਲ ਲੱਭਣ ਲਈ ਦੋਵੇਂ ਮਹਿਮਾਨਾਂ ਨੇ ਵਿਸ਼ਵਾਸ ਦਿਵਾਇਆ। ਇਸ ਸਮੇਂ ਸੇਵਾ ਸਿੰਘ ਪ੍ਰੇਮੀ, ਜੋਗਿੰਦਰ ਸਿੰਘ ਬੈਂਸ, ਸਤਪਾਲ ਕੌਂਸਲ, ਗੁਰਬਖਸ਼ ਸਿੰਘ ਧਨੋਆ, ਪ੍ਰੀਤਮ ਸਿੰਘ ਕਾਹਲੋਂ, ਮੋਹਣ ਸਿੰਘ ਸਿੱਧੂ ਤੇ ਹੋਰ ਹਾਜ਼ਰ ਸਨ।
