A Sikh Response to Islamophobia in the NYPD and Beyond

As a brown-skinned Sikh with a turban on my head and a long beard on my chin, I deal with my fair share of racist and xenophobic harassment regularly, including in my home of New York City, the most diverse city on the planet. It usually takes the form of someone yelling or perhaps mumbling at me: Osama bin Laden/terrorist/al Qaeda/he's going to blow up the [insert location]/go back to your country/etc. Less often, someone might threaten me, get in my face, or in one case, pull off my turban on the subway.
My experience is not terribly unique for a turban-wearing Sikh in the United States. Especially since 9/11, we Sikhs have become all too familiar with racial epithets, bullying and violence. Just last month, a gurdwara in Michigan was vandalized with hostile anti-Muslim graffiti. Last year, in what we can assume was a hate attack, two elderly Sikh men were shot and killed while taking an evening walk in a quiet neighborhood in Elk Grove, Calif.
Many talk about the prevalence of anti-Sikh attacks as a case of "mistaken identity." Sikhs mistaken for Muslims. Indeed, we are by and large attacked because of anti-Muslim bigotry. The Michigan gurdwara was targeted for that reason, and most of us who experience racist harassment as Sikhs in the U.S. experience it through the vilification of Muslims and/or Arabs.
Ironically, many Sikhs themselves vilify Muslims or at least distance themselves from the Muslim community at every possible opportunity. I remember in the days, weeks and months after 9/11, the first thing out of the mouths of many Sikhs when talking to the press, to politicians or even to their neighbors was, "We are not Muslims." While this is of course a fact, the implication of the statement if it stops there is: You're attacking the wrong community. Don't come after us, go after the Muslims! Sikhs believe in equality and freedom and love our country and our government. But Muslims? We don't like them either.
The roots of anti-Muslim sentiment in the Sikh community run deep in South Asia, from the days of the tyranny of Mughal emperors such as Aurangzeb in the 17th century to the bloodshed in 1947 when our homeland of Punjab was sliced into two separate nation-states. Despite these historical realities, Sikhism has always been clear that neither Muslims as a people nor Islam as a religion were ever the enemy. Tyranny was the enemy. Oppression was the enemy. Sectarianism was the enemy. In fact, the Guru Granth Sahib, our scriptures that are the center of Sikh philosophy and devotion, contains the writings of Muslim (Sufi) saints alongside those of our own Sikh Gurus. Nevertheless, historical memory breeds misguided hostility and mistrust of Muslims, especially in the contemporary global context of ever-increasing, mainstream Islamophobia.
What is it going to take for Sikhs and Muslims to join together in solidarity against the common enemies of racist harassment and violence, racial and religious profiling, and Islamophobic bigotry? Perhaps the recently exposed NYPD spying program (along with the "education" officers have received about Islam) will serve as a wake up call to my community (and other communities for that matter) about how bad things have really gotten. While we Sikhs confront bigotry on a daily basis from our neighbors, classmates, co-workers, employers and strangers on the street, our Muslim American counterparts are systematically targeted by our own government. (I should note that, of course, Sikhs too are profiled by law enforcement in less repressive, though still troubling, ways, especially at airport security).
Sikhism was born hundreds of years ago in part to stand up for the most oppressed and fight for the freedom and liberation of all people. If this isn't reason enough for us to make the cause of rooting out Islamophobia from the NYPD and other law enforcement and government agencies our own, we only have to return to the bleak reality we Sikhs in the U.S. still face right now in 2012. A time when gurdwaras are still vandalized with anti-Muslim statements, Sikh kids are still being bullied and tormented at school every day, and I am called Osama bin Laden while walking down a Manhattan street for the 258th time (no I'm not counting).
"We are not Muslims" hasn't been so effective for our community, has it? Even if we do so in a positive way that does not condone attacks on Muslims, simply educating the public about the fact that we are a distinct community and that we in fact "are not Muslim" will not get to the root of the problem. As long as we live in a country (and world) where an entire community (in this case, Muslims) is targeted, spied on and vilified, we will not be safe, we will not be free.
As Martin Luther King, Jr. wrote in his letter from a Birmingham jail in 1963, "Injustice anywhere is a threat to justice everywhere. We are caught in an inescapable network of mutuality, tied in a single garment of destiny."
I hope the NYPD's blatant assault on the civil rights of our Muslim sisters and brothers propels us Sikhs as well as all people of conscience to action. Perhaps "We are not Muslims" will become "We are all Muslims," as we come together to eradicate Islamophobic bigotry in all its forms.

Exploring India In New York: Five Lessons Learned

 I was not in Agra. I was at a restaurant in New York City's East Village looking for ways to experience elements of India without leaving home. By observing differences between the real India and the India of New York City, I learned many important cultural lessons:

Mealtime Peace
As leaders of Pakistan and India work toward future diplomacy from a past of nuclear standoff and military conflict, immigrants from both countries convene here in peace. At Haandi Restaurant on Lexington and Twenty-Eighth Street, cab drivers from India and Pakistan enjoy meals and sometimes pray together. New York's cultural convergence gives me hope for amicable international relations, even if they are settled over a mean spiced tea with milk.

Seeking Sikhism
Hinduism may be the majority religion of India, but it's not the only one. Sikhism, a monotheistic religion originating from the Punjab region, comprises 2% of India's population. Traditionally, men in the Sikh community wear turbans, called dastaars. After the 9/11 attacks, turban-wearing Sikhs in New York City were often subject to hate crimes and discrimination. Organizations like the Sikh Coalition formed to defend their rights and promote education about the religion.

Indian Cuisine's Vocabulary
Palak paneer, uttapam, tikka masala: don't let these foreign words frighten you from trying something new. Mastering menu speak for Indian cuisine takes a lot practice and eating. India has a prolific amount of regional foods with diverse flavors, spices, and culinary elements. While they easily differ most from each other, there are also substantial differences between Southern and Northern Indian food. In the north, dishes are said to be less spicy, incorporate meat, and come accompanied by breads like naan or poori. Southern Indian food tends to be more spicy, primarily vegetarian, and served with rice.

Lassi Love and Dosa Dosage
A sweet lassi is a refreshing beverage made of blended mango pulp (or other fruits) and yogurt. Start your meal here, then remember: the French aren't the only ones famous for crepes. Don't forget Southern India's dosa: a crispy, enormous crepe made with fermented lentil batter. Try it filled with potato masala.

Holi Hair Don'ts
Blonde one day, bright blue the next -- often the case with one of India's most colorful extravaganzas. Last Sunday during Holi, also known as Phagwah, revelers commemorated the arrival of spring by taking to the streets and filling the air with clouds of colorful powder. After celebrating the festival's vibrant, chalk-throwing celebration, many-a merrymaker will bear unanticipated tie-dyed hair. Whether you're in India or New York City, be prepared for these indelible dyes. An hour prior, coat hair and skin in either olive or coconut oil, which will prevent absorption of the colors. Otherwise, as I found much to my chagrin, you'll sport rainbow highlights.

Indo-US workshop lays stress on green chemistry

A three-day Indo-US workshop on “Green Chemistry for Environments and Sustainable Development” that was held at a hotel in Mussoorie concluded yesterday with the emphasis on forging a bilateral cooperation in promoting green chemistry throughout academia and chemical enterprise and reducing toxic waste to provide a cleaner environment.
The workshop was organised under the aegis of Hemwati Nandan Bahuguna Garhwal University and Texas University. The speakers from the USA and India elaborated in detail about green chemistry and need to promote it in daily life so that there is reduction in the amount of the toxic waste in the planet. Dr J Leazer from the USA, while discussing the 12 principles of the green chemistry, said synthetic methods should be designed to maximise the incorporation of all materials used in the process into the final product. He also laid stress on the prevention of the waste rather than clean it up after it was formed. Dr Leazer also said that chemical products should be as effective as possible. He further said auxiliary substances such as solvents and separation agents should be avoided. He also said energy requirements should be low and extreme temperatures and pressures should be avoided so that there was decrease in the level of the toxic waste. Leazer also said the chemical products should be designed in such a way that at the end of lifetime they readily break down to harmless products.
Eminent chemical scientists Dr Joseph M. Fortunak from Howard University in Washington said there was need to educate cooperates about the green chemistry as it was economically beneficial to them apart from keeping the environment clean. Dr Fortunak also said that one thing that was needed at the government level was imposing strict regulations which were not being done so far.
Dr Fortunak said, “There was need to change the way we look at this planet and the workshop is a step on that direction”.
Praising India on its initiative to reduce toxic waste, he said India had done a lot to reduce the waste and using the material that was abundant in nature much more judiciously than many other countires. He also said india could become a leader in promoting green chemistry in near future as the enthusiasm among the people was immense in the country.
Dr Rajendar Bhatnagar later speaking to the media said the objective of the workshop was to forge ahead a bilateral understanding with the United States and India in regard to reducing the harmful chemical products from entering the environment. Dr Bhatnagar also said India should learn from the past mistakes and disregard such technologies which damaged the environment and the best way to work on that path was through introducing green chemistry in the academia and the chemical enterprise. He also said that the organization which was keenly following the green technology should be rewarded so that others were also motivated towards following green chemistry practically.
Elated at the outcome of the workshop on green chemistry, he said around 150 delegates from the various fields around the world participated and shared their experience and divulged various ways to reduce toxic waste from the environment.

Dinesh Trivedi may end up as first rail minister to go after presenting budget 

NEW DELHI: Railway minister Dinesh Trivediappeared to be on the brink of losing his job within hours of presenting a budget that was hailed by Congress as "forward looking" but savaged by his own party, Trinamool Congress, as "anti-people" for proposing an across-the-board passenger fare hike. 

In a swift retaliation to the defiance of Mamata Banerjee's direction to not raise fares, the West Bengal chief minister faxed a letter to Prime Minister Manmohan Singh asking him to sack Trivedi and replace him with her loyalist Mukul Roy. There were indications that Congress will have to grudgingly agree to Mamata's demand for fear of offending an ally whose 19 MPs in theLok Sabha are crucial for the government's survival. 

The scenario kept changing through the day. Initially, after the Congress and PM supported the budget, it appeared the UPA was willing to risk Mamata's wrath. The surmise was that it had stitched up support from elsewhere - SP, BSP or both - and was no longer averse to losing, if it came to that, a restive and demanding ally. 

However, late at night it seemed Congress, too, had been taken by surprise. Pranab Mukherjeecalled up Mamata to ask her to not insist on Roy's induction until he presents the Union Budget on Friday. Mamata is learned to have agreed on the condition that Roy would be the one to announce a full rollback. At the time of going to press, Trivedi's resignation appeared imminent. 

Earlier, the Congress core group had a late-night meeting in which party leaders considered several scenarios, including the possibility of requesting Mamata to put off her demand to replace Trivedi with Roy until March 31 when Parliament's Budget session goes into recess. 

It now looks certain that TMC plans to force a fare rollback with a delegation of party MPs seeking time from the PM on Thursday. The dramatic developments, which dwarfed Trivedi's maiden rail budget, are likely to also strengthen Congress's efforts to rustle up alternative numbers to deal with Trinamool's continuing brinkmanship. 

The sub-text of Trivedi's imminent ouster is Mamata's growing suspicion that he had moved too close to Congress. his budget is seen by her as evidence of that. It's said the minister faced the possibility of being sacked after the budget irrespective of whether or not he had hiked fares. 

Congress can't be happy with the nomination of Roy as replacement for Trivedi. When Mamata had proposed Roy's name in the first instance, Congress had opposed his candidature, clearing the way for Trivedi and stoking Mamata's suspicions about him. 

But few in Congress had expected Trivedi to engage in the defiance he did on the issue of passenger fare hike: something that can undercut Mamata's pro-poor credentials just before her populist matchup with CPM in the panchayat polls, which will be her first serious political test after her landslide victory last year. 

An angry Mamata reacted to Trivedi's insubordination by instantly slapping a "rollback or rollover" notice on him. "Can Pranab Mukherjee prepare a budget which is contrary to the wishes of Congress chief Sonia Gandhi?" a livid Mamata is said to have asked her party colleagues, making it clear that for Trivedi's hike was an act of political defiance. 

The TMC leader in Lok Sabha, Sudip Bandopadhyaya conveyed Banerjee's displeasure to the railway minister, while another Trinamool MP, Derek O'Brien tweeted: "The fare hike is unacceptable." Mamata instructed Bandopadhyaya to publicly disown the fare hike, which he did. 

Speculation about Mamata and Trivedi putting on a good-cop, bad-cop act by Trivedi hiking fares and Didi forcing a rollback were scotched by Mamata when she demanded Trivedi's sack. Earlier, while addressing a rally in Nandigaram she had publicly demanded a withdrawal of the hike. She later said her party would ask for a cut motion in the railway budget to nix the fare hike. 

This threat of a cut motion is a first for members of the ruling party or coalition and makes Trivedi's continuation in the Cabinet untenable. An unrepentant Trivedi justified the hike in "national interest", and said he was ready to be sacked rather than succumb to pressure from Kolkata. He even cited Bhagat Singh saying, "He had sacrificed his life for the country, what is a job of me?" 

Sources in Congress indicated that it did not wish to precipitate matters yet, and would agree to sack Trivedi. Congress's rising tensions with Trinamool have coincided with a marked de-escalation of its hostilities with Samajwadi Party which with its 22 members in Lok Sabha can offset the loss of Trinamool's 19 MPs. In a goodwill gesture, Congress has deputed party treasurer Motilal Vora and parliamentary affairs minister Pawan Bansal to attend Akhilesh Yadav's swearing-in ceremony in Lucknow on Thursday. 

Manmohan Singh too sounded remarkably confident as he sought to play down the suggestion that the conflict with Trinamool could reduce UPA to a minority. "Government is stable, we have the numbers," Singh said. This was the second such assertion in the last three days. 

Currently, UPA has a strength of 277, that is, a tally which is just above the half-way mark of 272 in Lok Sabha. It also has the outside support of 51 MPs belonging to SP, BSP, RJD and JD (S). 

The uncertainty over Trivedi's status as well as the state of Congress-TMC ties should be over by Monday when the debate on the railway budget is scheduled to begin. Having been submitted to Parliament, the budget proposals can be withdrawn or amended, if at all, in the course of railway minister's reply in Lok Sabha which is likely to take place on Tuesday at the earliest. But the ambiguity over Trivedi's status may be over a day earlier as the railway minister has to be present in the House when budget starts.  

Aakash II world's cheapest tablet launching in April at same price: Kapil Sibal


NEW DELHI: A faster, upgraded version ofAakash tablet -- touted to be the world's cheapest -- would be launched in April without any increase in price, Human Resources Development Minister Kapil Sibal said. 

Sibal said during Question Hour in Lok Sabhathat Datawind will supply one lakh high speed tablets with a longer battery life and better screen. 

"These higher specifications which include 700 MHz Cortex A8 processor, 3200mAH battery with three-hour usage time and a capacitative touchscreen have been necessitated to overcome the initial difficulties observed in the devices," he said. 

The first phase of one lakh tablets were targeted for students in higher technical education institutions so as to further ascertain technical feedback on its operation and usability, the minister said. 

To demands from members for extending the distribution of tablets to school students, Sibal said the same would be made available when the proposed National Mission of Education through ICT for Schools got necessary funds. 

He said once the production capacities are built up, norms for distribution with an aim to prioritise empowerment of students, especially from disadvantaged and marginalised sections of society, through this low cost access-cum computing device would get developed.  

Imran Khan pulls outs of India trip over Salman Rushdie's presence

ISLAMABAD: Pakistani cricketer-turned-politician Imran Khan on Wednesday abruptly cancelled a visit to India after it emerged British author Salman Rushdie would speak at the same conference.
Khan was scheduled to attend the India Today Conclave in New Delhi on Friday as a keynote speaker but pulled out, in a move likely to raise further fears among liberals about his brand of politics.
A statement from his party said "he could not even think of participating in any programme that included Salman Rushdie, who has caused immeasurable hurt to Muslims across the globe".
Organisers announced on Tuesday that Rushdie would speak at the conference, two months after death threats forced him to withdraw from India's premier literature festival.
Rushdie's 1988 novel "The Satanic Verses" is still banned in India and Pakistan for allegedly blaspheming Muslims.
The 64-year-old writer, who was born in Mumbai, spent a decade in hiding after Iranian spiritual leader Ayatollah Ruhollah Khomeini issued a fatwa in 1989 calling for his death over the book.
Khan guided his country to a World Cup win in 1992, entered politics after founding his Movement for Justice Party in 1996.
In recent months, he has emerged as a credible political voice in Pakistan, unnerving his opponents by drawing crowds of more than 100,000 to rallies in which he has promised a "good tsunami" against injustice and corruption.
Khan's popularity comes as Pakistan wilts under attacks linked to the Taliban and Al-Qaeda, power cuts, a feeble economy, flood damage, friction between civilian and military leaders and tensions with Washington.
Women and liberals have raised concerns, however, about Khan's links with right-wing Islamic groups and his call for peace with the Taliban.

Badal sworn in as Punjab CM

CHAPPAR CHIRI (Punjab): Eighty-five-year-old SAD leader Parkash Singh Badal was today sworn in as Chief Minister of Punjab for a record fifth time along with 17 other Cabinet-rank ministers, including his son Sukhbir, for a second successive term of the SAD-BJP alliance government.
Badal, his son Sukhbir, 50, as Deputy Chief Minister and 16 Cabinet-rank ministers (14 from the SAD and four from the BJP) were administered the oath of office and secrecy by Governor Shivraj V. Patil here, about 25 km from Chandigarh, at a ceremony attended by leaders of various political parties, including the BJP, Trinamool Congress, NCP, JD-U and INLD.
Those present on the occasion included L K Advani, Nitin Gadkari, Rajnath Singh, Vasundhara Raje, Navjot Sidhu (all from the BJP), Mukul Roy, Rachpal Singh, K.D. Singh (Trinamool Congress), Union Minister Praful Patel (NCP), JD-U chief Sharad Yadav and INLD leader Om Parkash Chautala.
The Chief Ministers present were Narendar Modi (Gujarat) and Prem Kumar Dhumal (Himachal Pradesh).
The exercise of government formation in the state with a 117-member Assembly, which can have 18 ministers, including the Chief Minister, was completed by Badal in one go.
The SAD-BJP alliance got absolute majority in the Assembly polls winning 68 seats, whereas the Congress got only 46.
Badal senior headed full two five-year terms from 1997 and 2007. His other terms were between 1977-1980 and 1970-71.
Only one woman Bibi Jagir Kaur, former President of SGPC, has been included in the ministry, though eight women of the alliance (SAD-six; BJP-two) were elected.
The Badal family has four members in the Cabinet.
Besides Badal senior and his son, others are Adesh Partap Singh Kairon (son-in-law of Badal senior) and Bikram Singh Majithia (brother-in-law of Sukhbir).
Badal has mostly reposed faith in former ministers as only four first-timers find place in the government. They are Bhagat Chuni Lal and Anil Joshi, both from the BJP, and Surjit Singh Rakhra and Sharanjit Singh Dhillon, both from the SAD.
Rakhra had defeated Punjab Congress President Amarinder Singh's son Raninder.
Former Deputy Speaker of the Lok Sabha Charanjit Singh Atwal has been named as the Pro Tem Speaker of the newly constituted state Assembly.
The SAD has created a record in the state since 1966 when Punjab was reorganised by becoming the first party ever to retain power in alliance with the BJP with an improved tally of 68 seats against 67 which the two parties secured in 2007. The BJP ended up with 12 legislators as against 19 in the outgoing House.

If it was the sprawling Punjab Cricket Association (PCA) stadium at Mohali in Punjab as the venue for the swearing in of Badal five years back, this time it was Chappar Chiri which has a place in Sikh history where the SAD-BJP government in its previous term had set up a memorial "Fateh Burj" (tower of victory).
Banda Singh Bahadur, one of the most respected warriors in Sikh history, had won the battle against Wazir Khan, who commanded the Mughal army in 1710, at Chappar Chiri in Ajitgarh district, about 25 km from the state capital.
The SAD-BJP alliance has come to power for the second successive term on the agenda of development and peace setting aside its traditional Panthic agenda, according to political observers.
The issues not taken up during the elections included the SAD's demands for the transfer of Chandigarh and of other Punjabi-speaking areas and settlement of river water-sharing disputes, with neighbouring states, including Haryana, besides its demand for a federal structure, including more rights for the states, they said.
Though Chief Ministers of West Bengal, Tamil Nadu and Bihar—Mamata Banerjee, J Jayalalitha and Nitish Kumar—had also been invited, they expressed their inability to attend the ceremony citing other pressing engagements.

EDMONTON - The Alberta government has named Peter Dobbie, a Vegreville lawyer with rural experience, as its new farmers’ advocate.
Dobbie, who starts the job April 2, worked for more than 20 years as a lawyer advising farmers and agribusinesses on business and legal matters.
The Farmers’ Advocate Office assists rural residents with consumer protection, rural opportunities, fair process, managing land assets and interaction with the energy industry.
Dobbie replaces Jim Kiss, who left the post last year after being appointed in 2004.

Mar suspended from Asia post pending investigation into fundraiser

 EDMONTON - Gary Mar, the province’s envoy in Asia, has been ordered to take a leave of absence without pay while an ethics investigation is conducted into a fundraiser he held last week.
The leave was ordered by Premier Alison Redford, who was Mar’s main rival in last year’s PC leadership race.
“It’s effective immediately,” said Jay O’Neill, spokesman for the premier. “We have contacted the ethics commissioner and asked him to look into this.”
The investigation will centre on a dinner that was took place March 1 at the Edmonton Petroleum Club. The fundraiser was held to help clear up a deficit remaining from Mar’s unsuccessful leadership campaign. According to financial statements released Friday, Mar spent almost $2.7 million on the race, winding up with a $262,000 deficit that he and his campaign team have been trying to pay off.
Tickets had to be purchased to attend the dinner, and a trip to Hong Kong was auctioned.
“The point is to have the ethics commissioner look at all aspects of the fundraiser,” O’Neill said. “The premier felt it was important to get that in his hands right away. He can take a look at it, how it was conducted, any concerns with Mr. Mar’s role in it, and we’ll see what he comes back with.”
The investigation’s timeline could range from a few days to much longer.
A government source suggested the problem may rest with an invitation used to promote the event, in that it featured Mar’s title as Alberta’s representative in Asia. Such an invitation could cross the line between government and party, potentially creating an impression that a taxpayer-funded position was being used to raise money for a leadership campaign, the source said.
Organizers apparently sent out a second invitation that removed any mention of Mar’s Hong Kong job.
“I understand there was a correction to that invitation, and then as I understand the dinner went forward,” PC party president Bill Smith said Friday evening.
“I just finished talking to our leader and she tells me the question was posed to her, ‘Is this appropriate for a civil servant, or an employee of the government to be utilizing their position for that?’ ”
Smith said he agrees with Redford’s actions.
“If it’s the case that he was using his position to do that, to raise funds for his campaign, then I am completely 100 per cent against that.”
Mar, who was a prominent cabinet minister under former premier Ralph Klein and also served as Alberta’s envoy in Washington, D.C., has been working at his new job in Asia for a few months.
The $265,000 post requires Mar to be based in Hong Kong, from where he oversees the province’s five other Asia offices in Beijing, Shanghai, Tokyo, Seoul and Taiwan. The job is part political advocacy and part brand building for Alberta’s oil, timber, beef and other industries.
Mar has been in Alberta for at least the past week. Education Minister Thomas Lukaszuk, who supported Mar during the PC leadership campaign, said he knew nothing about the fundraiser but saw Mar walking through the legislature a few days ago.
Mar could not be reached for comment Friday.
Smith said leadership candidates were supposed to stop fundraising by Dec. 1 of last year, and to have submitted a list of all their donors by the end of February. Fundraising events at this point are a grey area, he acknowledged.
“We’re going to need to review these rules, especially in light of this,” Smith said. “It’s very concerning.”
There have been concerns in the past with prominent government members being accused of selling access to their offices, or using a government job to help generate money for a party leadership run.
Former premier Ed Stelmach became the subject of an ethics investigation shortly after winning the PC leadership race in 2006. In that case, as part of an effort to retire Stelmach’s campaign debt, Albertans were offered the chance to buy their way into a small “exclusive” reception with the premier for a minimum donation of $5,000.
Stelmach cancelled the event after public backlash, and was eventually cleared by the ethics commissioner.

Pakistanis can apply for Indian visa through courier

ISLAMABAD: India has taken several steps to facilitate people from across Pakistan in applying for visas, including the submission of applications through a courier service, Indian high commissioner Sharat Sabharwal has said. 

These steps were intended to help people who previously had to travel to Islamabad to apply for a visa, Sabharwal said during an interaction with reporters after visiting the Bhutto family mausoleum at Garhi Khuda Bux in southern Sindh province yesterday. 

Asked by reporters about the reopening of the Indian consulate in Karachi, Sabharwal said this was one of the issues discussed by India and Pakistan after the resumption of their peace talks last year. 

Even as talks on the issue were continuing, Indian authorities had taken steps to address the problems of people from areas like Sindh who want to apply for visas, the envoy said. 

After the Indian consulate in Karachi was closed in 1994, people from far-flung areas had complained about the problems they faced in travelling to Islamabad to personally apply for visas. 

At the Bhutto family mausoleum, Sabharwal visited the graves of slain former premier Benazir Bhutto, her father and former president Zulfikar Ali Bhutto, his wife Nusrat Bhutto and laid wreaths. 

He observed silence for a few minutes as a mark of respect. 

Rail Budget: Dinesh Trivedi increases train fares after nine years


 
Railway Minister Dinesh Trivedi presented his maiden budget for 2012-13 on Wednesday announcing a marginal hike in passenger fares across all classes of category ranging from Re 0.02 to Re. 0.30 per kilometer for the first time in ten years and left the recently-hiked freight rates untouched. He also raised platform ticket rate from the present Re.3 to Re.5.

The budget focuses on five important aspects -- safety, consolidation, decongestion, capacity augmentation and modernization. It also envisages bring down of operating ratio from the 95 percent to 84.9 in 2012-13.

The Railways recently had increased freight rates for all commodities, including foodgrains, fertilizer, cement, coal, and petroleum products, ranging from 15 to 35 percent commodity-wise to fetch around Rs.20,000 crore.

Trivedi announced introduction of new express and passenger trains and four new rail coach factories.

He also indicated that the Railways would focus on innovative means of raising revenues in the absence of desired gross budgetary support from the government.

The Minister said, "While balancing my budget this year and formulating the Rail Budget for the next fiscal, I have had a hard look at the revenue model available to us and have realized the true import of the dictum - one who does not help himself is helped by none."

Annual Plan for 2012-13

Trivedi told the House that the budget would have the highest-ever annual plan outlay of Rs.60,100 crore, providing Rs.6,872 crore for new lines and significant funds for passengers safety, security and amenities.

He said the plan outlay would be financed through gross budgetary support of Rs.24,000 crore, railway safety fund of Rs.2,000 crore; internal resources of Rs.18,050 crore; and extra budgetary resources of Rs.16,050 crore, which includes market borrowing of Rs.15,000 crore through IRFC.

Tariffs

Passenger fares to go up by Re.0.02 per km on suburban and ordinary second class, Re.0.03 per km for all mail/express second class, Re.0.05 per km for sleeper class, Rs.10 per km for A/C chair car, AC 3-tier and First Class, Re.0.15 per km A/C 2-tier, and Re.0.30 per km for A/C First class.

Minimum fare and platform ticket to cost Rs.5.

The value of concessions extended by Railways to certain section of passengers is more than Rs.800 crore a year, he said. Continuing this contribution of the Indian Railways to the society, he also announced 50 percent concession in fare in AC-2, AC-3, chair car and sleeper classes to patients suffering from Aplastic Anaemia and Sickle Cell Anaemia.

In recognition of the laurels which the winners of Arjuna Awards have brought to the country through their outstanding performance in their respective sports, it is also proposed to extend travel facility enjoyed by them to Rajdhani and Shatabdi trains also.

To give relief to the poorest section of the society, travel distance under 'Izzat Scheme' has also been increased from 100 kms to 150 kms, thus covering all designated suburban sections keeping the rate of Rs.25 unchanged.

Trivedi proposed to introduce 75 new express trains, 21 passenger trains, eight MEMUs and nine DEMUs during 2012-13, besides introducing Guru Parikrama Special Trains for Sikh pilgrimage.

The Minister also announced extension of 39 trains, increase in the frequency of 23 trains, 75 additional suburban services in Mumbai and 44 new suburban services for Kolkata. 50 new services in Kolkata Metro and 18 additional services in Chennai area. A total of 725 km new lines will also be taken up during the year.

Estimates for 2012-13

Gross Traffic Receipts for FY13 is projected at Rs.132,552 crore, an increase of Rs.28,635 crore over the revised estimates of 2011-12. It will be met through freight earnings target of Rs.89,399 crore and Rs.36,0736 crore from passenger revenue.

He announced that freight loading during 2012-13 was expected to be 1,025 million tonnes, which will be 55 MT more than the revised estimated target of 970 million tonne for 2011-12. The passenger growth for the year is pegged at 5.4 per cent.

Significance of Railway Budget 2012

The rail budget of India has great significance for people and governments. With 114,500 kilometers of total track over a route of 65,000 kilometers and 7,500 stations the Indian railways holds fourth position in the world after United States, Russia and China. Besides carrying a massive amount of passengers and freight it is also biggest employer in India in terms of number of employee as it employs 1.4 million people. The number of people working with Indian railway is larger than the combined manpower of all the three forces; army, navy and air force. So it is not difficult to imagine the significance of rail budget 2012 for common man.
Indian railway is even stronger in terms of its carrying capacity as it owns 240,000 (freight) wagons, 60,000 coaches and 9,000 locomotives. So it can be termed quite resourceful. The hike is passenger fare is also in offing. Currently the railways collects Rs 30,000 crore from passenger fares and even a small increase in this could add a large sum of money that could give boost to the economic status of the railway. Hike in passenger fares can be made in railway budget2012-13.
In recent years the luxury trains of Indian railways, like Rajdhani Express and Shatabadi Express are facing stiff competition from low-cost airline carrier so railway might announce introductions of some high-speed trains. Expert opinions in this regard have already been sought from France and Japan. Introduction of high sped train may bring high-end customers to its fold. These announcements can be made in rail budget 2012-13.
In addition a lot has to be done on security front and introduction of cutting age security devices are also in offing. Apart from these, railway minister Dinesh Trivedi may focus on adding new lines, freight corridor, and modernization of stations and operations. So the rail budget 2012-13 will be worth watching.

Two double-decker trains and a Shatabdi train are among the new express trains announced in the Rail Budget 2012-13.

Howrah-New Jalpaiguri Shatabdi Express, Chennai-Bangalore AC double-decker Express and Habibganj-Indore AC double-decker express trains were announced by railway minister Dinesh Trivedi while presenting hisRailway Budget 2012-13.

For northeast region, Trivedi announced introduction of Dibrugarh-Kolkata Express, Kamakhya-Lokmany Tilak AC express, and Kamakhya-Tezpur Intercity Express among other trains.

He also announced 75 additional services to run in Mumbai suburb.

For Kolkata Metro, Trivedi announced 50 new services to be introduced in the 2012-13. The Rail Budget also announced 18 additional services to be run in Chennai area.

*Freight loading of 1,025 MT targeted; 55 MT more than 2011-12; Passenger growth targeted at 5.4 per cent.
