How to marry an NRI, safely

Prompted by the increasing incidents of girls who marry non-resident Indians being ill-treated, the Ministry of Overseas Indian Affairs, Government of India has drawn up guidelines for people who want their daughters married abroad.
The ministry has sent a booklet -- Information Booklet on Marriages to Overseas Indians -- to state governments asking for feedback.
The booklet, which will soon be widely distributed, contains precautionary measures Indian families need to take when a marriage proposal arrives from an NRI.
The booklet says a high number of NRI marriages end up a disaster for the women.
Some typical instances, cited by the booklet:

• The woman marries an NRI who abandons her even before she is taken to the country where her husband lives. After a short honeymoon, he leaves India, promising to send a ticket soon. Most likely, the woman is pregnant when he leaves. So, both she and the child are abandoned. He never calls or writes and never returns.
• The woman arrives in the foreign country, only to realise her husband will not show up.
• The woman travels to the foreign country but returns within a year. Either she is sent back, or forced to flee. She is not allowed to take her child(ren) along. In many cases, the child(ren) is/are forcibly taken away from her.
• The woman travels to the foreign country, only to be assaulted and abused, mentally and physically, malnourished, confined and ill-treated.
• The woman learns later that the NRI had given false information -- on any or all of the following: His job, immigration status, earning, property, marital status and other material particulars -- to con her into marriage.
• The woman or her parents are held to ransom for payment of huge sums of money as dowry, both before and after the marriage.
• The woman learns later that the man she had married was already married in the other country to another woman, whom he continues to live with.
• The woman's husband obtains a divorce from her in the foreign country, without her knowledge.
  The woman is abandoned in the foreign country with absolutely no support or means of sustenance or escape and without even a visa to stay on in that country.
• The woman goes to court for maintenance or divorce but repeatedly encounters legal obstacles related to jurisdiction of courts, service of notices or orders, or enforcement of orders.
• The woman is coaxed into travelling to the foreign country and gets married there. She later discovers that Indian courts have even more limited jurisdiction there.
• What precautions can a girl or her parents take to avoid such trauma?

The ministry booklet offers help:

• Do not finalise marriages long distance -- on phone or through e-mail.
• Do not blindly trust any bureau, agent, tout or middleman.
• Do not ever agree to forge papers or enter into any fake transactions for any reason or on any pretext.
• Do not fall for any migration schemes, or promises for a green card, through marriage.
• Do not finalise matters in secrecy -- publicising the match among family and friends could help you get vital information which you may not be able to collect otherwise.
• Do not agree to have only a registered marriage or to getting the marriage solemnised at a far off place.
• Do not agree to the wedding being held in the foreign country.
• Check the groom's following documents: Visa, passport, voter or alien registration card, social security number, tax returns for the last three years, bank account papers and property papers.

Contact:

• The Indian embassy in the foreign country (The booklet provides contact details).
• The groom-to-be's employer.
• Local Indian associations and networks of Indian citizens.
• Friends and relatives in that country.

Insist on the following:

• Registration of the marriage, along with a social ceremony.
• Doing all the paperwork for the issuance of the visa and other required formalities at your end and not at his. Keep all the original papers with yourself.
• An affidavit from the man stating his marital status.

Some other tips the booklet provides:

• Have regular and meaningful communication with the man and his family over a period of time.
• Make sure the bride and the groom meet personally and interact freely and frankly in a comfortable atmosphere -- as many times as they feel necessary -- so that they can make up their minds.
• Rely on your gut feel and communicate this if you sense anything is amiss or wrong.
• Publicise the marriage and have a social marriage ceremony.
• Arrange for a bank account for the woman in the foreign country so that she can withdraw money in an emergency.
• There are a number of other dos and don'ts listed in the booklet, which the ministry wants every family that wants its daughter to marry an NRI to follow.

Officials at the ministry, who finalised the booklet, say the government also plans to amend existing laws to make registration of all marriages involving Indian brides and NRI grooms compulsory. 

Canada seeks India's help in checking illegal migration

New Delhi, Sep 7,2010 : Canada's Citizenship, Immigration and Multiculturalism Minister Jason Kenney Tuesday met Overseas Indian Affairs Minister Vayalar Ravi and sought India's cooperation to curb illegal migration by sharing information on "unscrupulous fraudsters" involved in the racket.

"Mr. Ravi and I had a good discussion on the challenges faced by both the countries due to immigration fraud. We can curb this by sharing information on fraud agents. There are unscrupulous fraudsters who fake documents and cheat both the governments as well as innocent applicants," Kenney told reporters after the meet.

"Mr Ravi intends to come forward with measures to put a check on the issue and we appreciate his approach," he said, adding that Canada "benefits" from the "large and growing" migration from India.

Ravi said that illegal migration has to be checked with full cooperation of the states.

"The ministry will organise seminars in identified districts of various states to keep applicants informed of fraudsters," he said, adding the immigration authority bill to be introduced in the next session of parliament, along with e-governance and e-migration plans, will help to check these issues.

"We operate in a difficult situation so we do reject genuine applications too but we try and approve as many genuine applications as possible," he said, assuring of "strong action against those involved in human smuggling and illegal migration".

Kenney is on a three-day visit to India and as Punjab and Haryana are the states with maximum number of migrants to Canada, he will visit Chandigarh Thursday, the last day of his trip to India. (IANS)

ਐਡਮਿੰਟਨ, 24 ਜੁਲਾਈ (ਵਤਨਦੀਪ ਸਿੰਘ ਗਰੇਵਾਲ)-ਪ੍ਰੋਗਰੈਸਿਵ ਪੀਪਲਜ਼ ਫਾਊਂਡੇਸ਼ਨ ਆਫ਼ ਐਡਮਿੰਟਨ ਅਤੇ ਪੰਜਾਬ ਯੂਨਾਈਟਿਡ ਸਪੋਰਟਸ ਐਂਡ ਹੈਰੀਟੇਜ਼ ਐਸੋਸੀਏਸ਼ਨ ਵੱਲੋਂ ਸਾਂਝੇ ਤੌਰ 'ਤੇ ਚੌਥਾ ਦੋ ਰੋਜ਼ਾ ਸ਼ਹੀਦ ਭਗਤ ਸਿੰਘ ਤੇ ਉਸ ਦੇ ਸਾਥੀਆਂ ਸ਼ਹੀਦ ਰਾਜਗੁਰੂ ਤੇ ਸ਼ਹੀਦ ਸੁਖਦੇਵ ਨੂੰ ਸਮਰਪਿਤ ਟੂਰਨਾਮੈਂਟ ਪੋਲਰ ਮੈਡੋਜ ਗਰਾਊਂਡਾਂ ਵਿਚ ਕਰਵਾਇਆ ਗਿਆ। ਜਿਸ ਵਿਚ 6 ਸਾਲ ਦੀ ਉਮਰ ਤੋਂ ਲੈ ਕੇ 16 ਸਾਲ ਤੱਕ ਦੀ ਉਮਰ ਦੇ ਖਿਡਾਰੀਆਂ ਦੀਆਂ 32 ਟੀਮਾਂ ਨੇ ਭਾਗ ਲਿਆ। ਟੂਰਨਾਮੈਂਟ ਦੌਰਾਨ ਪੰਜਾਬ ਯੂਨਾਈਟਿਡ ਕਲੱਬ ਏ, ਐਡਮਿੰਟਨ ਨੇ ਪਹਿਲਾ ਤੇ ਜੀ. ਐਨ. ਸਪੋਟਿੰਗ ਕਲੱਬ ਸਰੀ ਨੇ ਦੂਸਰਾ ਸਥਾਨ ਹਾਸਲ ਕੀਤਾ। ਜਦਕਿ ਪੰਜਾਬ ਯੂਨਾਈਟਿਡ ਕਲੱਬ ਬੀ ਟੀਮ ਤੀਸਰੇ ਸਥਾਨ 'ਤੇ ਰਹੀ। ਇਸ ਮੌਕੇ ਫਾਊਂਡੇਸ਼ਨ ਦੇ ਪ੍ਰਧਾਨ ਦਲਬੀਰ ਸਾਂਗਿਆਣ ਤੇ ਸਕੱਤਰ ਕਿਰਤਮੀਤ ਕੋਹਾੜ ਨੇ ਦੱਸਿਆ ਕਿ ਬੱਚਿਆਂ ਦੀ ਸ਼ੋਕਰ ਪ੍ਰਤੀ ਵੱਧ ਰਹੇ ਰੁਝਾਨ ਤੇ ਭਾਈਚਾਰੇ ਵੱਲੋਂ ਦਿੱਤੇ ਗਏ ਸਹਿਯੋਗ ਸਦਕਾ ਇਹ ਟੂਰਨਾਮੈਂਟ ਸਫਲਤਾ ਪੂਰਵਕ ਨੇਪਰੇ ਚੜ੍ਹਿਆ ਹੈ। ਇਸ ਟੂਰਨਾਮੈਂਟ ਵਿਚ ਪ੍ਰਬੰਧਕ ਨਵਤੇਜ ਬੈਂਸ, ਮੈਡਮ ਬਖਸ਼ ਸੰਘਾ, ਡਾ: ਪੀ. ਆਰ. ਕਾਲੀਆ, ਸੋਨੀ ਗਿੱਲ, ਗੁਰਚਰਨ ਬਰਾੜ, ਜੁਗਿੰਦਰ ਰੰਧਾਵਾ, ਮਹਿੰਦਰ ਬੰਗਾ, ਇਕਬਾਲ ਮਾਹਲ, ਕਸ਼ਮੀਰ ਗਿੱਲ ਤੋਂ ਇਲਾਵਾ ਹੋਰ ਵੀ ਭਾਈਚਾਰਾ ਕਾਫੀ ਗਿਣਤੀ 'ਚ ਮੌਜੂਦ ਸੀ।

17 Punjabi youth on death trial in Dubai finally to walk free

DUBAI: It is with the greatest sense of pride and hard earned accomplishment that we are today able to communicate everyone back home in Punjab and India all 17 of our compatriots who were condemned to the gallows in Sharjah will now finally be freed and return to their loved ones back home.

Through the tireless efforts of Capt. Amarinder Singh and many deeply concerned friends here in Dubai, we have been able to prevail on the victim, Mishri Nazir Khan’s family (in Pakistan) to formally ‘pardon’ all the accused persons.

Mishri Khan’s father, his mother, widow, daughter and all four brothers, on Tuesday (19 July) agreed to a monetary compensation of Eight Crore Pakistani Rupees (equivalent to Dhs. 3.4 Million). This amount includes Dhs. 442,000 as ‘Blood Money’ and the balance as ‘Compensation’ for the family.

The late Mishri Khan’s brother,  Sarfaraz Ahmed Khan accepted the ‘token’ amount of One Million Pakistani Rupees and given a written legal undertaking (attached for your reference) that he and his family will submit an ‘official letter legally pardoning the accused on receipt of the full monetary compensation.

The ‘undertaking’ was submitted during today’s Court hearing at Sharjah, duly acknowledged by Mr. Mohammad Ramzan, the official ‘negotiator’ for Mishri Khan’s family.  Accepting the arrangement, the Court has granted us a week to finalise all paperwork and deposit the balance Blood Money and Compensation on Wednesday, July 27. Following that, the Honorable Judges are expected to announce an early Judgment Date to ‘pardon’ all the 17 accused men.

But all this has largely been possible because of Capt. Amarinder Singh’s inspirational efforts. After personally meeting the accused young men inside Sharjah Jail last year, he promised to “bring them back to their families in Punjab.” Captain Sahib met the Sheikh of Abu Dhabi and the chief of police at Sharjah.

Not only did Capt. Singh keep his word to our boys, but he also inspired me personally and friends like  Sukhwinder Singh Cheena and Gursharan Singh who were most generous in contributing to save the precious lives of 17 Indians.

Negotiations with Mishri Nazir Khan’s family members in Pakistan were accomplished with generous cooperation from  Khalid Mehmood Khan, President Electronic Media of Pakistan and representative for Sahara TV.

Dead man among 3 booked for leopard’s death in Hoshiarpur

Hoshiarpur, July 24
Punjab Wildlife officials have registered an FIR against three residents, Gurdial Singh, Piara Lal, and Ashwani Kumar, of Khangwari village for the death of a leopard on Friday. Khangwari village falls in the Dholbaha forest range.
A case against the three farmers has been registered at the Gardhiwala police station. One of those named in the FIR, Piara Lal, died over five years ago. Angry villagers took up the matter with sarpanch Naresh Kumari this morning.
Talking to the Tribune on the phone, Naresh Kumari said that in their haste to register a case, the Wildlife officials had booked a dead man..
Former honorary wildlife warden Gunraj Singh, who had video-graphed the entire rescue operation on Friday, held the Wildlife officials solely responsible for the death of the big cat. “A criminal case should be registered against the erring Wildlife officers instead,” he contended.
“I plan to file a writ petition in court against the department that failed to save the leopard. Hina set to be Pak Foreign Minister

The Pakistan Government has decided to appoint Hina Rabbani Khar as the Minister for Foreign Affairs. Prime Minister Syed Yousaf Raza Gilani has sent a formal proposal to President Asif Ali Zardari for the appointment of Khar as a full-fledged minister, ahead of the Indo-Pak Foreign Minister-level talks this month. She will be the first woman foreign minister of the country.
Gilani approved the “summary” or formal proposal for the appointment of Khar as the new Foreign Minister shortly before he leaves on a five-day private visit to Britain, official sources said.
Khar, 34, is expected to take charge as soon as a notification is issued by the presidency, sources said.
The absence of a Foreign Minister was affecting the ministry and foreign policy, government sources were quoted as saying by Dawn News channel. The July 26-27 meeting of the Foreign Ministers of India and Pakistan is believed to have influenced the government’s decision to go ahead with the elevation of Khar as a cabinet minister.
Khar is the daughter of veteran politician Malik Ghulam Noor Rabbani Khar and the niece of former Governor Malik Ghulam Mustafa Khar.

India is serious in composite dialogue: Hina Khar

Foreign Minister Hina Rabbani Khar on Saturday declared Pak-India talks as a positive step and said India is serious in composite dialogue process. Talking to a private news channel, she said the priority of her government in the conference with India is to set a future direction in the bilateral relationship. Highlighting Pakistan’s position during the upcoming talks with India, she said that the government wanted to “look at the entire picture and at the root causes of problems”. It was the success of Pakistan to bring India back to the negotiating table, she said.
