HC notice to Punjab Govt

BICYCLES UNDER MAI BHAGO VIDYA SCHEME

Chandigarh, January 19
Punjab has paddled towards a controversy. The purchase of around 1.5 lakh bicycles by the State of Punjab allegedly at higher than the market rates has come under the Punjab and Haryana High Court scanner, with the Bench issuing notice of motion to the State and other respondents on a PIL alleging loss of around Rs 9 crore to the state exchequer.
The development is significant as the petitioner has alleged the distribution of the cycles was timed with Punjab elections. The notice has been issued for March 14 by the Bench of Justice MM Kumar and Justice AK Mittal.
In his petition, Amritsar resident SC Aggarwal has sought inquiry into the purchase of bicycles for Rs 41 crore under the Mai Bhago Vidya Scheme.
Referring to newspaper reports, he said the cycles were purchased to be delivered at election time in Punjab. A news item was also placed on record "which showed how the government was using public money to influence the common man".
Counsel for the petitioner Gourave Bhayyia Gilhotra added even if the state policy was beneficial, it has to be exercised in a fair manner, which in the present case was missing.
Gilhotra added bicycle of the same specification were purchased by the State of Haryana by paying Rs 512 less for each bicycle. "The State of Punjab was fully aware of the price at which the neighbouring State of Haryana was making the purchases, which clearly proves that the respondent Controller of Stores took the decision to buy the bicycles at a high rate for some ulterior gaining".
The decision resulted into a "lavish expenditure of around Rs 9 crore, which could have been very easily saved", he has added.

Bhattal slogs it out in Lehragaga

Lehragaga (Sangrur), January 19
For the past five years as the Leader of the Opposition in the Vidhan Sabha, Rajinder Kaur Bhattal has never had to slog as hard as in the past two weeks. She starts her day at 6, wooing voters and bringing angry supporters back into the party fold.
Moving around in a Pajero, she implores the voters not to “fall into the trap of the gavaiya (singer)”, a reference to Bhagwant Mann, PPP candidate. People queue up on the muddy tracks as her cavalcade traverses through villages (72 in all) and the towns of Lehra, Moonak and Khanouri.
“Mine is a rural constituency. People here are simple and easily carried away by false promises. I have got 18 colleges and three hospitals for the area during my five tenures as MLA,” she says.
Seated on the front seat, she directs her driver to speed up as she is late for her next rally at Banarsi. “I don’t want the people to leave. As it is the ‘gavaiya’ attracts a lot of youngsters with his jokes,” she remarks.
Asked if he was her main rival, she reacts sharply: “No way, the main fight is with the Akali Dal. But you know a lot of young people find his jokes amusing, so his rallies are well-attended. But the numbers will not convert into votes for him”.
“The area has a high number of cancer cases. So I have got three hospitals built in the area. Health, education and floods caused by the Ghaggar are the main problems here,” she says.
Bhattal promises to get at least three major industries in the area if her party comes to power. "We are going to set up a cottage industry in every village. This will provide employment to the local people.” It is 3 pm and she decides to have a quick lunch.
Holding 17 meetings, Shiv Bhole Rice Mill at Khanouri is her last halt for the day. There she meets party workers. In chaste Haryanvi, Budh Singh informs her: “Bibi ji, we are weak in Chatha as the baazigars there have an issue with the allotment of plots". Another activist says: " Reports from Mandvi are not good. They are annoyed because you have not visited them since the last elections". She directs that her son Rahul Sidhu be sent there to appease the bazigar community.
“When you go back to your villages, tell the people not to be misled by the ‘gavaiya’ or that retired officer (SAD nominee Sukhwant Singh Sarao). You have seen how the Akalis have ignored this area. It is the Congress that got Rs 183 crore from NABARD for taming the Ghaggar. Consider these elections as a battle for development”. Back home at 10.30 pm, she calls Rahul, her chief strategist, to a room marked “War room:out of bounds”. A few important calls to Delhi and she retires for the day.

Nashik varsity has a degree for everyone

Like various professionals, delivery boys, police personnel and even auto-rickshaw drivers will soon be able to enhance their skills and further their career prospects by acquiring degrees.
The Nashik-based Yashwantrao Chavan Maharashtra Open University (YCMOU) has tailored courses to meet the needs of various sections of society. "These courses aim to improve the quality of life and enhance career prospects of people who have few opportunities," says vice-chancellor Dr R Krishnakumar.
The university has tied up with organisations including trade associations and unions to reach out to potential students. Recently, YCMOU got together with the Mumbai Rickshawmen's Union to rope in auto-rickshaw drivers for a degree course in road transportation.
"The three-year course will earn auto-drivers a BA in Road Transportation," says Thampi Kurian of the Union. Apart from those who ply auto-rickshaws, drivers of taxis and trucks would also be eligible to enroll in the course.
The open university allows students to study at home instead of attending a regular college. It recently tapped delivery boys who handle LPG cylinders. The varsity tied up with the All India LPG Distributors Federation (AILDF) and Bharat Petroleum for the purpose, according to a university official.
Gas delivery boys in Nashik, Mumbai, Uran and Pune have already begun these courses. At the end of the three-year course, they would be eligible for a BA degree in Consumer Service.
Similarly, 3,200-odd policemen signed up for a BA in Police Administration last year alone, according to the university. According to YCMOU, the courses were offered in English, Hindi, Marathi and Urdu.

Gangster Sandip Duhre shot dead at Vancouver's Wall Centre

The man shot and killed in a busy downtown Vancouver hotel restaurant in front of dozens of shocked patrons on Tuesday night was gangster Sandip Duhre, CBC News has learned.
Duhre, 36, was shot around 8:45 p.m. as he sat at a table inside the restaurant at the Wall Centre at 1088 Burrard St., according to reports. His body could be seen from outside the hotel, lying in front of a shattered window splattered with blood.
The shooting did not appear to be random, said Const. Lindsay Houghton on Tuesday night.
"Detectives are currently interviewing witnesses," said Houghton. "This does appear to be a targeted shooting," .
Duhre was allegedly part of an organized crime group active in the B.C. illicit drug trade and in a long-running conflict with rival gangs.
In September, police issued a public warning that members of the Duhre group and associated gangs were in danger, and so was anyone who associated with them.
"If you are associating, if you are hanging around, or you are family or even friends of the ... Duhres, you are in danger," said Supt. Tom McCluskie, of the Combined Forces Special Enforcement Unit.
The death was Vancouver's first homicide of 2012.

Skier Sarah Burke dies a week after crash

Canadian freestyle skier Sarah Burke died on Thursday, nine days after crashing at the bottom of the superpipe during a training run in Utah.
Burke, who lived in Squamish, B.C., was 29. She was injured Jan. 10 while training at a personal sponsor event at the Park City Mountain resort.
Canadian Freestyle CEO Peter Judge said Burke’s death is a huge loss for just for her sport, but sport itself.
“She transcended her sport and certainly was an icon in the broader sport perspective and that was reflected in her being recognized for an ESPY,” Judge said in an interview.
Burke passed away Thursday morning in hospital in Salt Lake City, nine days after sustaining a serious head injury in a fall while training in the superpipe at Park City, Utah.
The Midland, Ont., native was considered to be one of the gold medal favourites for Sochi 2014 when ski halfpipe makes its Olympic debut.
“I think she was probably, in many ways, the face, the name and the brand people identified with, having being involved right from the very beginning,” said Judge. “She was at the forefront of the sport all the way through.”
The Canadian Freestyle Association said in a news release that Burke died from a ruptured vertebral artery, one of the four main arteries that supplies blood to the brain.
“Sarah passed away peacefully surrounded by those she loved,” the association said in a statement.
Tests revealed Burke sustained “irreversible damage to her brain due to lack of oxygen and blood after cardiac arrest,” according to a statement released by Burke’s publicist.
B.C. Premier Christy Clark made the following statement today on the death of Burke: “I was saddened to hear of the passing of freestyle skier Sarah Burke, of Whistler. Sarah was a shining light in both the British Columbia and world skiing community. Her passing in Utah hospital today, as the result of a training accident last week, is a devastating loss to her family and her sport.
“On behalf of all British Columbians, I extend condolences to Sarah’s family, to her colleagues and to all members of the ski community on the loss of a true star.”
At the time of the Jan. 10 accident, Burke went into cardiac arrest and was resuscitated on the hill.
Reporters gathered at Salt Lake City hospital last Monday for what was expected to be a discussion by doctors of Burke’s most recent neurological tests and assessments.
At the last minute, however, Burke’s agent, Michael Spencer, and her publicist, Nicole Wool, said there was nothing the family wanted to report as doctors continued working on Burke, so the news conference was cancelled.
“Obviously, this is a sensitive situation,” a sombre Wool said Monday at the University of Utah Hospital.
In a statement Monday, Burke’s husband, Rory Bushfield, and other family members said they decided not to meet with reporters after discussing results from the skier’s latest brain scans and reflex tests.
A day after the accident, doctors said they repaired a tear to an artery that caused bleeding on her brain. They said she tore a vertebral artery, which is located in the neck and supplies blood to the brain stem and the back part of the brain. Those parts control many critical functions, including balance and vision.
Burke was a four-time Winter X Games champion and had been scheduled to defend her 2011 title later this month in Aspen, Colorado. Burke tried many of the toughest tricks in her sport and was the first woman to land a 1080 — three full revolutions — in competition.
Before the accident, Burke was on a path that would have made her an odds-on favourite to win more X Games gold and possibly even the big prize in the 2014 Winter Games.
She fell while training at a personal sponsor event at the Park City Mountain Resort, an accident that witnesses said didn’t look as bad as it later turned out to be.
Burke was on the same halfpipe where snowboarder Kevin Pearce suffered a traumatic brain injury after a near-fatal fall on Dec. 31, 2009.
Pearce spent months in hospitals in Utah and Colorado, then missed the 2010 Olympics. Last month, 712 days after his traumatic brain injury, he got on a snowboard again in Breckenridge, Colorado, according to his website.
Pearce, now 24, has said he has no plans to compete again because “snowboarding has become too dangerous.”
Burke’s accident once again brings up questions about the safety of the sport, and superpipes in general, which have walls soaring as high as 22 feet — more than 25 per cent higher since the middle of the last decade.
Experts within the sport believe improved pipe-building technology, along with airbags and mandatory helmets have made the sport safer, not more dangerous.

Oprah Winfrey's royal dinner

There will be a lot on the platter for talk showqueen Oprah Winfrey, as she goes about visiting the Pink City, during her three day visit. Starting tonight, she will be treated to a lavish dinner by the erstwhile royal family of Jaipur, with Narendra Singh and Diya Kumari hosting a party at their residence, the City Palace, in Oprah's honour. 

The celebrated interviewer, who has come here to be a part of the Jaipur Literature Festival, will explore some archeological sites of the city and shoot a big portion of her American talk show with spiritual guru Deepak Chopra in the City Palace. 

Sharing details about the dinner being hosted tonight, Princess Diya Kumari said, "Oprah has a magnificent personality. We would love to host her on her visit tonight." A grand welcome will be given to her to acquaint her with typical Rajasthani culture. There will be a small procession with decked-up horses, camels and elephants to welcome her in a grand and royal fashion. "We will take her around the palace, and introduce her to our friends. The meeting will be followed by dinner. It will be a small gathering with only close friends." 

The dinner spread at Sukhniwas, the private area of the palace, will have a lavish spread of Rajasthani delicacies, with very little use of oil and spices. To make her visit memorable, Princess Diya will gift her silver a replica of the Gangajali with royal insignia on it. The original silver Gangajali kept in Sarvato-Bhadra, weights 345 kg and is 5'3" tall. "The silver Gangajali would be a souvenir for both Oprah and Deepak Chopra to cherish for eternity," added the princess. 

On Day 2, she will shoot a few segments of her show in the palace. Princess Diya also plans to take her to visit the museum. She says, "If she still has time after the shoot, we would like to show her Maharaja Sawai Mansingh Museum II known for its extensive collection of paintings, sculptures, artefacts, textiles, books and photographs."

ਚੇਨਈ, 19 ਜਨਵਰੀ (ਏਜੰਸੀ)-ਬਾਲੀਵੁੱਡ ਅਦਾਕਾਰਾ ਮੱਲਿਕਾ ਸ਼ੇਰਾਵਤ ਅਤੇ ਕੋਲਾਵੇਰੀ ਡੀ ਤੋਂ ਪ੍ਰਸਿੱਧ ਹੋਏ ਅਦਾਕਾਰ ਧਨੁਸ਼ ਨੂੰ ਪੀਪਲ ਫਾਰ ਏਥੀਕਲ ਟ੍ਰੀਟਮੈਂਟ ਆਫ ਐਨੀਮਲਜ਼ ਵਲੋਂ ਕਰਵਾਏ ਗਏ ਸਰਵੇਖਣ 'ਚ ਸਾਲ 2011 ਦਾ ਸਭ ਤੋਂ ਵੱਧ ਆਕਰਸ਼ਕ ਸ਼ਾਕਾਹਾਰੀ ਸੈਲੀਬਰਿਟੀ ਚੁਣਿਆ ਗਿਆ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਬਾਲੀਵੁੱਡ ਸੁਪਰਸਟਾਰ ਅਮਿਤਾਬ ਬੱਚਨ ਤੇ ਹੇਮਾ ਮਾਲਿਨੀ ਸਮੇਤ ਹੋਰਾਂ ਹਸਤੀਆਂ ਨੂੰ ਪਿੱਛੇ ਛੱਡਦੇ ਹੋਏ ਇਹ ਖਿਤਾਬ ਪ੍ਰਾਪਤ ਕੀਤਾ ਹੈ। ਪਸ਼ੂ ਅਧਿਕਾਰ ਸਮੂਹ ਨੇ ਕਿਹਾ ਕਿ ਸਾਲ 2011 ਦਾ ਸਭ ਤੋਂ ਵੱਧ ਆਕਰਸ਼ਕ ਸ਼ਾਕਾਹਾਰੀ ਸੈਲੀਬਰਿਟੀ ਚੁਣਨ 'ਚ ਪੇਟਾ ਇੰਡੀਆ ਦੀ ਮਦਦ ਕਰਨ ਲਈ ਹਜ਼ਾਰਾਂ ਲੋਕਾਂ ਨੇ ਆਪਣੀ ਵੋਟ ਦਿੱਤੀ ਤੇ ਧਨੁਸ਼ ਤੇ ਮੱਲਿਕਾ ਸ਼ੇਰਾਵਤ ਨੂੰ ਜੇਤੂ ਐਲਾਨ ਕੀਤਾ ਗਿਆ। ਰਾਸ਼ਟਰੀ ਪੁਰਸਕਾਰ ਜੇਤੂ ਧਨੁਸ਼ ਅਤੇ ਮੱਲਿਕਾ ਨੇ ਇਸ ਦੌੜ 'ਚ ਪਹਿਲਾਂ ਅੱਗੇ ਚੱਲ ਰਹੇ ਵਿਵੇਕ ਓਬਰਾਏ ਤੇ ਵਿਦਿਆ ਬਾਲਨ ਨੂੰ ਪਿੱਛੇ ਛੱਡ ਦਿੱਤਾ ਤੇ ਉਸਦੇ ਬਾਅਦ ਉਨ੍ਹਾਂ ਨੇ ਅਮਿਤਾਭ ਬੱਚਨ, ਹੇਮਾ ਮਾਲਿਨੀ, ਸੋਨੂੰ ਸੂਦ, ਸ਼ਾਹਿਦ ਕਪੂਰ ਅਤੇ ਕਰੀਨਾ ਕਪੂਰ ਵਰਗੀਆਂ ਹਸਤੀਆਂ ਨਾਲ ਮੁਕਾਬਲੇ ਦਾ ਸਾਹਮਣਾ ਕੀਤਾ।

ਇਟਲੀ 'ਚ ਕਰੂਜ਼ ਸ਼ਿਪ ਹਾਦਸੇ 'ਚ ਮ੍ਰਿਤਕਾਂ ਦੀ ਗਿਣਤੀ ਵਧੀ

ਰੋਮ (ਬਰੇਸ਼ੀਆ), 19 ਜਨਵਰੀ (ਪਰਮਜੀਤ ਦੁਸਾਂਝ, ਬਲਦੇਵ ਸਿੰਘ ਬੂਰੇ ਜੱਟਾਂ)-ਇਟਲੀ ਦੇ ਇਕ ਲਗਜ਼ਰੀ ਕਰੂਜ਼ ਸ਼ਿਪ ਦੇ ਪੱਛਮੀ ਕੰਢੇ ਨੇੜੇ ਬੀਤੇ ਦਿਨੀਂ ਉਲਟਣ ਕਾਰਨ ਮਰਨ ਵਾਲੇ ਵਿਅਕਤੀਆਂ ਦੀ ਗਿਣਤੀ ਵਧ ਕੇ 11 ਹੋ ਗਈ। ਹਾਦਸੇ ਤੋਂ 4 ਦਿਨ ਬਾਅਦ ਵੀ ਇਸ ਕਰੂਜ਼ 'ਤੇ ਸਵਾਰ 23 ਵਿਅਕਤੀ ਲਾਪਤਾ ਹਨ। ਰਾਹਤ ਅਤੇ ਬਚਾਅ ਮੁਲਾਜ਼ਮਾਂ ਨੇ ਮੰਗਲਵਾਰ ਸਮੁੰਦਰ 'ਚੋਂ ਇਕ ਔਰਤ ਅਤੇ 4 ਹੋਰ ਵਿਅਕਤੀਆਂ ਦੀਆਂ ਲਾਸ਼ਾਂ ਬਰਾਮਦ ਕੀਤੀਆਂ। 6 ਵਿਅਕਤੀਆਂ ਦੀਆਂ ਲਾਸ਼ਾਂ ਪਹਿਲਾਂ ਹੀ ਬਰਾਮਦ ਹੋ ਚੁੱਕੀਆਂ ਹਨ। ਦੇਸ਼ ਦੇ ਚੌਗਿਰਦਾ ਮੰਤਰੀ ਮੁਤਾਬਿਕ ਹੁਣ ਇਸ ਜਹਾਜ਼ ਦੇ ਕਿਸੇ ਵੀ ਮੁਸਾਫਿਰ ਦੇ ਜ਼ਿੰਦਾ ਹੋਣ ਦੀ ਸੰਭਾਵਨਾ ਘੱਟ ਹੀ ਹੈ। ਇਸ ਕਰੂਜ਼ 'ਚ 4200 ਤੋਂ ਵੱਧ ਵਿਅਕਤੀ ਸਵਾਰ ਸਨ। ਬੀਤੇ ਦਿਨੀਂ ਸਮੁੰਦਰ ਵਿਚ ਡੁੱਬੇ ਇਟਲੀ ਦੇ ਕਰੂਜ਼ ਲਾਈਨਰ ਦੇ ਕਪਤਾਨ ਨੂੰ ਉਸ ਦੇ ਘਰ ਲਿਆ ਕੇ ਨਜ਼ਰਬੰਦ ਕਰ ਦਿੱਤਾ ਗਿਆ ਹੈ। ਇਸ ਦੌਰਾਨ ਖਰਾਬ ਮੌਸਮ ਕਾਰਨ ਇਸ ਸਬੰਧੀ ਜਾਰੀ ਰਾਹਤ ਕੰਮਾਂ 'ਚ ਰੁਕਾਵਟ ਆਉਣ ਦਾ ਖਦਸ਼ਾ ਹੈ। ਗੋਤਾਖੋਰਾਂ ਅਤੇ ਦੂਜੀਆਂ ਰਾਹਤ ਟੀਮਾਂ ਨੇ ਖਬਰ ਲਿਖੇ ਜਾਣ ਤੱਕ ਡੁੱਬੇ ਜਹਾਜ਼ ਵਿਚੋਂ 11 ਲਾਸ਼ਾਂ ਬਰਾਮਦ ਕਰ ਲਈਆਂ ਸਨ। ਇਨ੍ਹਾਂ ਵਿਚੋਂ ਕੁਝ ਲਾਸ਼ਾਂ ਜਹਾਜ਼ ਦੇ ਨੇੜਲੇ ਖੇਤਰ ਵਿਚੋਂ ਵੀ ਬਰਾਮਦ ਹੋਈਆਂ। ਹਾਲੇ 20 ਮੁਸਾਫਿਰ ਅਤੇ ਅਮਲੇ ਦੇ ਮੈਂਬਰ ਲਾਪਤਾ ਦੱਸੇ ਜਾਂਦੇ ਹਨ, ਜਿਨ੍ਹਾਂ ਦੇ ਰਿਸ਼ਤੇਦਾਰ ਤੇ ਹੋਰ ਨਜ਼ਦੀਕੀ ਉਨ੍ਹਾਂ ਦੀ ਬੇਸਬਰੀ ਨਾਲ ਉਡੀਕ ਕਰ ਰਹੇ ਹਨ। ਦੂਜੇ ਪਾਸੇ ਇਸ ਦੇ 52 ਸਾਲਾ ਕਪਤਾਨ ਫਰਾਂਸਿਸਕੋ ਸ਼ੈਟੀਨੋ ਨੂੰ ਘਰ ਵਿਚ ਨਜ਼ਰਬੰਦ ਕਰ ਦਿੱਤਾ ਗਿਆ ਹੈ। ਉਸ ਨੂੰ ਅਖਬਾਰਾਂ ਵੱਲੋਂ 'ਇਟਲੀ ਦਾ ਸਭ ਤੋਂ ਵੱਧ ਘ੍ਰਿਣਤ ਵਿਅਕਤੀ' ਕਰਾਰ ਦਿੱਤਾ ਜਾ ਰਿਹਾ ਹੈ। ਇਸ ਵੇਲੇ ਇਸ ਜਹਾਜ਼ ਦਾ ਬਚਿਆ ਹਿੱਸਾ ਇਕ ਚਟਾਨ ਉਤੇ ਫਸਿਆ ਹੋਇਆ ਹੈ ਅਤੇ ਇਹ ਥੋੜ੍ਹਾ ਹਿੱਲ ਗਿਆ ਦੱਸਿਆ ਜਾਂਦਾ ਹੈ। ਰਾਹਤਕਾਰਾਂ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਜਹਾਜ਼ ਹੋਰ ਤਿਲਕ ਕੇ ਖੁੱਲ੍ਹੇ ਸਮੁੰਦਰ ਵਿਚ ਪੂਰੀ ਤਰ੍ਹਾਂ ਡੁੱਬ ਸਕਦਾ ਹੈ। ਇਸ ਦੇ ਤਿਲਕਣ ਅਤੇ ਖਰਾਬ ਮੌਸਮ ਕਾਰਨ ਰਾਹਤ ਕਾਰਜ ਰੋਕੇ ਜਾਣ ਦਾ ਖਤਰਾ ਪੈਦਾ ਹੋ ਗਿਆ ਹੈ।
